replacing the guardrail there. Town Attorney Lee questioned the grant for the variance. Councilman <br />Cook would like to have the Town Attorney send a letter. Councilman Williams agreed with the Town <br />Attorney sending a letter and then would like for Dave to come up with a solution that works for the <br />Town. The rest of the Council agreed. <br />Dave talked about how the 1-3 East Main building demolition should proceed in about three weeks. <br />Dave presented some quotes from some businesses about replacing the boiler in the government <br />building. There are a lot of options to look at as technology has evolved. Councilman Cook agreed that <br />something needed to be done. Councilman Williams agreed that something would need to be done and <br />requested input on the next step. <br />Council President Warthen suggested putting together a committee to look at the government building <br />and all taxpayer -owned buildings and determine if the COVID relief fund would be an excellent use to <br />replace and or repair all of the HVAC units in the taxpayer -owned buildings. Councilman Williams <br />suggested Council President Warthen and Councilman Cook look into these options, and they agreed to <br />work with Dave Moore on this. <br />Legal — <br />Resolution 6-2022 Business Personal Property Tax - This resolution addresses a bill in the State House <br />that will abolish the Business Personal Property tax. This resolution states that the Town opposes the <br />business personal property tax dissolution without a replacement tax. This is a statement to the State <br />Legislature based on the recommendation of AIM. If there is no replacement revenue source, it will <br />shift to the personal property tax burden. <br />Town Attorney Lee reiterated that when companies are looking at moving to a community, it's not just <br />the tax burden that is a factor, it is also a quality of life question, and if an area has a low tax burden but <br />also, a low quality of life offering for the employees a company is likely to choose someplace <br />that may have a higher tax burden to obtain a higher quality of life for the employees. <br />Councilman Williams expressed the difficulty of the decision as he supports eliminating the tax for the <br />businesses but doesn't want that solely taken on by the community's members. <br />The Council President sympathized with the conflict. <br />Councilman Stanley made a motion to approve Resolution 6-2022. Councilman Swinney seconded. <br />Motion carried 5-0 <br />Public Comments— <br />There were none. <br />Town Council Comments— <br />Councilman Williams gave his reasoning for voting against Erin Pipkin, stating he believed that Virginia <br />Perry should remain on the Commission because Virginia is not afraid to ask tough questions. <br />Councilman Stanley would like to work with legal to explore options about getting the word out about <br />annexation to maybe clean up boundary lines. <br />Councilman Stanley also stated that he would like to see the committees' and commissions moved to <br />December not to disrupt the committees' business and commissions in January. <br />Councilman Stanley made the motion to approve claims for $768,060.88. Councilman Williams <br />seconded. Motion carried 5-0 <br />The next regular scheduled meeting of the Mooresville Town Council will be held on Tuesday, February <br />1, 2022 at 6:30 P. M. at the Mooresville Government Center. <br />
