While Town Attorney Lee is researching the <br />term, the three current appointees, Mark Taylor, JD Robinson, and Tammy VanHook will remain in their <br />positions. <br />EDIT Plan - Council President Warthen mentioned this fund had been traditionally used to supplement <br />the town health plan, fund the obligation to the Morgan County EDC, and maintain the cemeteries. This <br />is done annually and is for the 2022-2023 tax year. Councilman Stanley made a motion to approve the <br />Economic Development Plan. Councilman Swinney seconded. Motion carried 5-0 <br />Contract Signature Requirement - Councilman Stanley motioned that the Council President, Tom <br />Warthen be the signatory on all contracts/documents agreed upon by the Council. Councilman Cook <br />seconded the motion. Motion carried 5-0 <br />Conflict of Interest Disclosure Statement - Randy Rogers, a town employee, submitted a disclosure <br />statement to start the outfitting of a FireTruck. Councilman Stanley made a motion to approve the <br />conflict of interest disclosure statement. Councilman Swinney seconded. Motion carried 5-0 <br />Pool Heater - Kris Wilson, Superintendent of the Parks Department, came before the Council to <br />request an additional $41,635 to replace the pool heater. There is an 8 to 12 week lead time for <br />installation, which would get it installed in time for the pool to open. <br />Council President Warthen stated that this is an acceptable use for the Food and Beverage Fund as the <br />pool is an intricate part of the community. Councilmen Cook, Williams, Swinney, and Stanley all voiced <br />opinions that replacing the heater is a good use of the Food and Beverage Fund. Councilman Swinney <br />made a motion to approve the amount of $41,635 from the Food and Beverage Fund to replace the pool <br />heater. Councilman Stanley seconded. Motion carried 5-0 <br />Resolution 2022-5 Surplus Property - Chief Julian presented the resolution to declare firearms as <br />surplus so they can be purchased by the officers for the same amount that would have been <br />received as a trade-in. Councilman Cook made a motion to approve Resolution 5-2022. Councilman <br />Stanley seconded. Motion carried 5-0 <br />Department Head Reports— <br />Chief Julian gave an update on the body cameras and any grants that may be available, but he is <br />still waiting on some information from Motorola solutions. Town Attorney Lee looked at the agreement and stated that while there is typically a <br />different format for the contracts, this agreement should work and can be amended later if required. <br />Councilman Stanley made a motion to approve the interlocal fuel agreement.
