Councilman Williams motioned a yay and nay column in the signature block on all <br />town documents. Seconded by Councilman Cook. Motion Carried 5-0 <br />Motion on Public Comments During Public Meetings - Councilman Williams expressed his <br />displeasure that the council is not allowing the public to comment on every agenda item. <br />Councilman Cook stated he favors public comments but noted that they could increase the meeting <br />length. <br />Town Attorney Lee pointed out that there is time for the public to comment on non -agenda items and <br />that the policy was created to allow the public to comment on all agenda items, and there is no time <br />limit on the comment time. <br />Bicentennial Park Use - Councilman Williams stated he had received public complaints that the <br />Bicentennial Park is being underutilized and requested the Council President work with the <br />Parks Department to better utilize the park. Council President Warthen will reach out to the <br />Parks Department superintendent to discuss ideas. <br />Police Cars Discussion - Chief Julian presented information to the council on costs to obtain up to <br />five new vehicles. Councilman Williams stated he would like the figures submitted to Baker Tilly <br />for the Capital improvement plan before moving forward. <br />Department Head Reports— <br />Council President Warthen and Dave Moore gave an update on the contract with the gravedigger. The <br />agreement will be good through December 31, 2023, and states that the current price of $700 per <br />occurrence will be continued until March 31, 2022, before raising the price to $750 per occurrence. <br />Councilman Williams requested a copy of the contract before voting. <br />Dave Moore gave an update on the High Street project. Per INDOT, a traffic signal is required at <br />the intersection of Monroe and High Street. The RDC voted to pay for the upgrade of the signal <br />pole, but INDOT will not install it until 2023 unless the town purchases and stores the upgraded pole for <br />2022 installation. The request is for space to store the pole to complete the installation this year. <br />Councilman Williams motioned for Dave Moore to purchase and store the light pole until INDOT could <br />install the pole. Councilman Swinney seconded a motion. Motion Carried 5-0 <br />Dave Moore stated that the snow clearing equipment is ready for the predicted snowstorms and <br />detailed his plan. <br />Councilman Williams asked about the new lights along High Street not being turned on. Dave Moore <br />mentioned an issue with the conduit that the INDOT contractor installed. INDOT is working on rectifying <br />the problem so the final wiring can be done so the lights will work. <br />Councilman Williams asked for an update on 1 E Main. Dave Moore said a firm date is being requested <br />from the contractor. <br />Chief Dalton gave an update that the interlocal fire territory agreement is not ready. <br />Legal — <br />There were none. <br />Public Comments — <br />Virginia Perry came before the town council to express her displeasure with being dismissed from the <br />RDC board. She announced her candidacy to run for a seat on the town council. <br />
