171.9 1 <br />Councilman Cook expressed his embarrassment of the appointment process involving Virginia <br />Perry. <br />Councilman Swinney stated that he was unaware of the policy, saw a qualified candidate for <br />the board, and voted for Erin Pipkin. <br />Councilman Stanley offered Dr. Moore a private meeting to discuss some of the matters <br />addressed in the letter. <br />Jason Atwood came before the council and stated his interest in the RDC. His question was <br />how long is the term. Town Attorney Lee recited the statute. <br />Les Duncan came before the council to express his agreement that he would like to bring the <br />appointment back before the public and the town council at the March 1 meeting. <br />Chris Hobbick came before the council and expressed that he does not believe that not knowing <br />a policy is not an excuse not to follow the procedure. <br />After some discussion on how to proceed to comply with the statutes and the policies for <br />commission appointees, Town Attorney Lee suggested notifying the current appointee and the <br />previous appointee that one of the council members intends to make a motion to remove the <br />recent appointee from the RDC and revisit the issue at the next meeting <br />Councilman Cook and Councilman Williams voiced their agreement with that suggestion. <br />Councilman Williams requested that Town Attorney Lee draft the letters to Erin Pipkin and <br />Virginia Perry. <br />Community.Crossing Grant Bid Openings - Town Attorney Lee presented four bids to the <br />council for consideration. <br />Wallace Construction $1,343,377.68 <br />E & D Paving $1,702,890 <br />Grady Brothers $1,439,885.25 <br />Baumgartner Asphalt $1,428,126.65 <br />Councilman Stanley made a motion to table the item for further review by Dave Moore and <br />Banning Engineering and seconded by Councilman Williams. Motion Carried 5-0 <br />IPEP Grant Awards- Larry Long announced that [PEP had awarded the Town of Mooresville two <br />grants, one for the Parks department for $929.00 and the other was awarded to the Police <br />Department for $4756.00 <br />Request to write-off Sewer Bad Debts - Councilman Cook made a motion to write off debts for <br />$389.07 and seconded by Councilman Stanley. Motion Carried 5-0 <br />The 2021 Year -End Transfer of Appropriations Resolution 10-2022 - Councilman Stanley made <br />the motion to approve Resolution 10-2022 and seconded by Councilman Williams. Motion <br />Carried 5-0 <br />Foe- 7 e/ <br />Year-end APV Register Reconciliation was created to capture inadvert ntly omitted claims from <br />the town council meeting dockets. After some discussion and a request for clarification, a <br />motion was made by Councilman Cook to table the issue and seconded by Councilman Stanley. <br />Motion Carried 5-0 <br />Councilman Williams would like to have the Town Attorney draft sample ordinances for <br />Commission and Board Appointments policy, Nepotism and Conflict policy, and the Budget <br />procedures policy for the council to review and vote on later. <br />
