171.9 1 Councilman Cook expressed his embarrassment of the appointment process involving Virginia Perry. Councilman Swinney stated that he was unaware of the policy, saw a qualified candidate for the board, and voted for Erin Pipkin. Councilman Stanley offered Dr. Moore a private meeting to discuss some of the matters addressed in the letter. Jason Atwood came before the council and stated his interest in the RDC. His question was how long is the term. Town Attorney Lee recited the statute. Les Duncan came before the council to express his agreement that he would like to bring the appointment back before the public and the town council at the March 1 meeting. Chris Hobbick came before the council and expressed that he does not believe that not knowing a policy is not an excuse not to follow the procedure. After some discussion on how to proceed to comply with the statutes and the policies for commission appointees, Town Attorney Lee suggested notifying the current appointee and the previous appointee that one of the council members intends to make a motion to remove the recent appointee from the RDC and revisit the issue at the next meeting Councilman Cook and Councilman Williams voiced their agreement with that suggestion. Councilman Williams requested that Town Attorney Lee draft the letters to Erin Pipkin and Virginia Perry. Motion Carried 5-0 IPEP Grant Awards- Larry Long announced that [PEP had awarded the Town of Mooresville two grants, one for the Parks department for $929.00 and the other was awarded to the Police Department for $4756.00 Request to write-off Sewer Bad Debts - Councilman Cook made a motion to write off debts for $389.07 and seconded by Councilman Stanley. Motion Carried 5-0 The 2021 Year -End Transfer of Appropriations Resolution 10-2022 - Councilman Stanley made the motion to approve Resolution 10-2022 and seconded by Councilman Williams. Motion Carried 5-0 Foe- 7 e/ Year-end APV Register Reconciliation was created to capture inadvert ntly omitted claims from the town council meeting dockets. After some discussion and a request for clarification, a motion was made by Councilman Cook to table the issue and seconded by Councilman Stanley. Motion Carried 5-0 Councilman Williams would like to have the Town Attorney draft sample ordinances for Commission and Board Appointments policy, Nepotism and Conflict policy, and the Budget procedures policy for the council to review and vote on later.
