budget. He then asked if the Council President could give permission to someone to speak even after <br />the public comments section of the meeting is closed. Attorney Lee stated once that section is closed, <br />the person could respond at the next meeting during public comments. Mr. Samuels asked him to look <br />into the Statute to see if the President could allow the public to respond to Council comments. He then <br />asked if the removal of the Chief of Police had to be brought up by the Council President, as the <br />Executive of the Town. Attorney Lee stated that the President can not make a motion, but he did vote <br />and it was a 5-0 vote <br />Rose Julian, the wife of former Police Chief, Kevin Julian, wanted to address the Council regarding <br />Kevin's removal as Chief. She wanted to express that Kevin lead with integrity and respect, and moral in <br />the Police Department had improved greatly while Kevin was Chief. She stated K9 SOPs were created <br />and submitted to both the Commission and Council and Kevin was waiting to hear back before moving <br />forward for approval. She stated there were rumors of Council meetings being held without the public <br />being notified, in violation of the Sunshine law, and questioned if members of the Council had done <br />enough to verify the information they were being given. She doesn't feel the Council upheld the <br />positions they were elected to. <br />Sydney, a former customer of Furry Friends Stay and Play, stated she has been working with a group of <br />women to get information to Animal Control about what is going on at the business. She wanted to <br />thank Morgan County Animal Control for the work they have done. She stated when she was a <br />customer, she tried to help the owner out and he shared a lot of information with her. She says she has <br />photos on her phone and evidence of bites on children and injuries to animals. She is a representative of <br />Pink Heart Rescue and they do public education. She stated they could work with the Town to create an <br />ordinance to prevent this in the future, because she feels this business is a blemish on the Town. <br />Approval of claims— A motion to approve claims in the amount of $1,914,000.97 was made by <br />Councilman Swinney and second by Councilman Cook. Motion carried 5-0. <br />Council Comments — Councilman Williams wanted to correct the record that there were no meetings <br />that violated the Sunshine Law, as mentioned in the statement by Rose Julian and Legal Counsel <br />confirmed that he has not participated in any meetings that were in violation. Councilman Williams <br />stated he would address other allegations with the newspaper. He also wanted to state that he has <br />done public access requests regarding a missing weapon from the Police Department and three <br />accidental discharges of weapons and have turned them over to the Town Attorney. He wants to make <br />sure the Council is providing enough money for adequate training on weapons safety and storage <br />because he is concerned about officer and public safety. <br />There being no further business to come before the Council at this time, a motion to adjourn was made <br />by Councilman Stanley, second by Councilman Cook and carried 5-0. <br />The next meeting of the Mooresville Town Council will be held on April 19, 2022, beginning at 6:30pm, <br />at the Mooresville Government Center. <br />Tom Warthen, President <br />ATTEST: <br />Dianna L.
