Police Department - Police Commissioner, Chris Hobbick, introduced Brock Chipman as the interim <br />Police Chief until a permanent Chief is found. Interim Chief Chipman stated he was excited for the <br />challenge. <br />Commissioner Hobbick asked the Council for funds not to exceed $1500.00 to advertise on Indeed.com <br />and Linkedin.com for the Police Chief position. Thirty days on each site will be a total of $1,470.00. <br />Advertising on these sites will allow them to reach more potential applicants in Mooresville and <br />surrounding areas including Plainfield, Avon, Brownsburg, Indianapolis, Martinsville, Greenwood and <br />Franklin. The Police Commission approved this proposal at their meeting on April 4th. They will also use <br />the Town and Police websites and Facebook pages, as well as the Law Enforcement Academy, all of <br />which are free. <br />President Warthen suggested they authorize the funds to be spent out of the Police Building Repairs line <br />item and if they had any building repairs needs, they could fund them out of CCD. <br />A motion to allow the Police Commission to spend up to $1500.00 out of Police Building Repairs was <br />made by Councilman Stanley and second by Councilman Cook. Motion carried 5-0. <br />Street Department— Street Superintendent Dave Moore stated that East High Street is now closed. The <br />official state detour is an 18 -mile detour south on SR 67 to SR 39, to SR 42. The local detour, for local <br />traffic only, is Main Street to Madison. <br />The Street Department employees found 4000 ft of sanitary sewer lines that are taking on inflow and <br />infiltration from the treatment plant, along the creek, almost to Lowes. He will have more information <br />at the next meeting to ask for permission to get bids to have it repaired. <br />Dave presented the Council with a quote for painting parts of the interior and exterior of the <br />Government Center. He had sent out requests for quotes to four separate contractors and only <br />received one back. It is from The Indiana Painting Co located on Main Street in Mooresville for the <br />amount of $23,842.00. Part of the bid includes downspouts and gutters. There was discussion if those <br />needed to be painted or could just remain white. Dave stated it was included in the quote in case they <br />went with another color outside, where a different color on the downspouts and gutters might look <br />better. He will obtain another quote excluding the downspouts and gutters and bring it back for <br />discussion. <br />Councilman Williams asked if they could put "No Truck" signs on Lockerbie and South Street during the <br />detour and Dave stated they would put those out. <br />Fire Department— Fire Chief, Matt Dalton, shared an email with the Council from Chief Anderson of the <br />Plainfield Fire Department, thanking our crew for assisting in the big Walmart Distribution Center fire. <br />Chief Dalton asked if there were any questions on the SOPS he sent out a couple weeks ago. The Town <br />Council is the Fire Department's Safety Board. He stated that with the help of Attorney Copeland, they <br />have drafted these policies using policies from surrounding communities. Councilman Cook asked if the <br />changes they had discussed had been made and Chief Dalton stated they had. In all, ninety-eight <br />policies were changed and Chief Dalton stated he was satisfied with them. He would like to come back <br />in January for revisions, if necessary, or to reapprove. <br />A motion to approve the SOPS was made by Councilman Cook, second by Councilman Williams. Motion <br />carried 5-0. <br />Legal — Attorney Lee presented Ordinance 1-2022 to create the fund for the Comprehensive <br />Thoroughfare Plan for first reading. There were no questions from Council. Second reading for approval <br />will be at the next meeting. <br />President Warthen stated they had set a deadline for applications to the various boards and only had <br />one applicant for the Park Board, who is an Independent. She doesn't believe she has ever voted in a <br />primary, or at least not the last two. Attorney Lee stated the State doesn't recognize Independents as a <br />major party. Kris Wilson stated the park law had been updated and Attorney Lee said he would look <br />into it. <br />Public Comments — Rob Samuels, 1297 Rosewood Lane, thanked the Council for the vote to look for <br />funding for the K9. He wanted to ask if there were any changes made to the SOPS previously approved <br />by the Police Commission, would that cause a delay to the funding. The Council stated it would not. <br />President Warthen explained that they would be trying to make it a permanent line item in the general <br />
