April 19, 2022 The Mooresville Town Council met in regular session on Tuesday, April 19th, at 6:30 P. M. at the Mooresville Government Center. Council members present were Council President Tom Warthen, Councilman Dustin Stanley, Councilman Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Town attorney Chou-il Lee was present. Council President Warthen gave the prayer. Councilman Stanley made a motion to approve the minutes of the April 5, 2022 meeting and seconded by Councilman Cook. Motion Carried 5-0 Unfinished Business — Second reading of ordinance 1-2022 to establish a Non -Reverting Fund for the Amendment of a Comprehensive Plan. Town Attorney Lee stated that he was under the impression that the CARES funds were still in a separate fund but didn't realize the SBOA sent a directive to transfer those funds out of that fund. The town's CARES Funds are currently in the general fund. And that cannot be transferred out of the general into a non -reverting. Legal counsel will look for another way to put the funds into a non -reverting fund. Town Attorney Lee requested that this item be tabled. Councilman Stanley made a motion to table this item. Second by Councilman Swinney Motion Carried 5-0 Ordinance 3-2022 Establishing a Mooresville Parks IPEP Grant Fund. Councilman Stanley made a motion to approve Ordinance 3-2022. Councilman Swinney seconded. Motion carried 5-0 Ordinance 4-2022 Establishing a Mooresville Police IPEP Grant Fund. Councilman Stanley made a motion to approve Ordinance 4-2022. Councilman Swinney seconded. Motion carried 5-0 Discussion on Park Office Renovation - Kris Wilson from the Park Department presented an estimate to renovate the Park Department Office due to the presence of mold. Additional funding of up to $33.446 was requested to get the Park Department staff back into the office. Council President Warthen suggested possibly using the Food and Beverage fund to fund the needed renovations rather than the non -reverting capital fund. All Council members voiced support for using the Food and Beverage fund to proceed with the renovations. Councilman Stanley made a motion to approve Kris Wilson to approve the contracts. Councilman Swinney seconded. Motion Carried 5-0 Lockerbie and South Street Truck Traffic - Councilman Williams wanted to discuss the semi - traffic coming through people's yards but wanted to discuss some ideas. Ron Overton asked several questions about heavy truck traffic routes and requested reimbursement from the town for $2,000 in damages for failure to enforce ordinances. Dawn Reynolds, who lives at the property, came before the Council to further detail the damage. There was a discussion with Dave Moore about removing the light pole and enlarging road signage. Rose Julian offered insight on possible issues, including GPS systems taking trucks through the neighborhood. Councilman Cook requested that interim Chief Brock Chipman look up the reports to attempt to put the property owner in touch with the correct entities to gain reimbursement. Council President Warthen requested that the option of enlarging the signage be looked into as soon as possible. Nuisance/Unsafe Building Ordinances - Councilman Williams has been contacted about several properties that are in disrepair. He would like to look into some options to ensure that nuisance properties are taken care of as letters have been mailed to the property owners in past years. Town Attorney Lee will be talking with Beth Copeland to see what research has been done and present some options.
