1744 <br />Electrical Quotes for Tornado Siren 499 S Park Dr - Interim Chief Brock Chipman presented two <br />quotes for the electri .al,hook u f the tornado siren near the wastewater treatment plant. <br />Barth Electric fo, eriWWites�ectr <br />�ic a� $3,285.98. Councilman Cook motioned to <br />accept the bid from White's Electrical for $3,285.98, second by Councilman Stanley. Motion <br />carried 5-0 <br />New Business— <br />Sun Polymers CF -1- Councilman Stanley made the motion to find Sun Polymers in substantial <br />compliance according to Resolution 15-2018, second by Councilman Swinney. Motion carried 5- <br />0 <br />Code of Ordinances Codification Proposal - Clerk -Treasurer Wamsley requested Joe <br />McDonough with American Legal Publishing to submit a proposal to organize Ordinances into a <br />Unified Code of Ordinances. He talked about an update service that ensures ordinances are <br />always in compliance with State and Federal laws as it changes. The next update will include all <br />ordinances enacted since the code was adopted. <br />The project's initial cost is $8,995, with an option to spread over two fiscal years. The online <br />service is $595 for the first year and $495 in future years for the online version. The annual <br />update service is charged on a per -page basis. The typical update fee would likely be around <br />$1,000 to $1,200 a year, depending on how many ordinances are passed during the year. The <br />Unified Development Ordinance (UDO) would not be reviewed but would be referenced in the <br />codification. <br />Councilman Williams voiced his support for this project. Town Attorney Lee suggested the <br />Council review the proposal and look at what options are available, and what would be <br />beneficial to the town. Councilman Stanley made a motion to table this item for further review, <br />second by Councilman Williams. Motion carried 5-0 <br />Quote for Tornado Siren System Service — Interim Chief Chipman stated some services and <br />updates must be made to all Tornado sirens. He presented the quote for the service contract. <br />Town Attorney noted an incorrect party listed in the agreement but stated the contract can be <br />approved. Councilman Cook made a motion to accept the contract for $1,177 for the updates <br />with the contract language change suggested by Attorney Lee, second by Councilman Swinney. <br />Motion carried 5-0 <br />Discussion on Siren System Annual Inspection- Interim Chief Brock Chipman presented a <br />proposal for the annual inspections. There was a consensus of the council to move forward. <br />Discussion on part-time dispatch salary. The interim Chief Chipman made the council aware of a <br />$ 3.00 -hour difference in pay from the county part-time dispatcher's rate to the town's part- <br />time dispatcher's pay rate, making it quite challenging to find additional part-time dispatchers. <br />He is currently researching possibilities to match the county rate and ensure that it stays within <br />the current budget. <br />Department Head Reports - Interim Chief Chipman gave the run stats for March. The <br />department worked with the County and the School officers to organize a Code Red drill. This <br />drill will prepare officers on different levels to ensure the safety of the students and staff. <br />Dave Moore stated street sweeping will start within the next few weeks. The community <br />crossings project has begun on Arlington Street. Approximately 4700 feet of sewer lines that <br />would benefit from being lined were identified, in addition to 20 manholes. Councilman <br />Williams made a motion to allow Dave Moore to obtain bids for the lining project, second by <br />Councilman Cook. Motion carried 5-0. <br />Superintendent David Moore presented a quote on the cost to repaint the government center <br />for approximately $22,867 without painting the gutters or $23,842 if the gutters are painted. <br />Indiana Painting Company was the only respondent for quotes for the painting. Any minor <br />repairs that may be found during the painting process should be able to be handled in-house. <br />There was some discussion as to whether or not to paint the gutters, and it was stated that the <br />gutters should probably be repainted. <br />
