June 7, 2022 <br />The Mooresville Town Council met in regular session on Tuesday, June 7, 2022, at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Shane Williams, <br />Councilman Jeff Cook and Councilman Greg Swinney. Councilman Stanley was absent. Town attorney <br />Ashley Aulbricht was present. <br />Councilman Warthen gave the prayer. <br />Councilman Swinney motioned to approve the minutes of the May 24, 2022 meeting and <br />seconded by Councilman Cook. Motion Carried 4-0 <br />Unfinished Business— <br />Creative Foam CF -1 personal property abatement. Councilman Williams stated that there had been <br />personnel issues at Creative Foam, but the forms did not appear complete. Councilman Williams made a <br />motion to table this issue. Councilman Swinney seconded. Motion carried 4-0 <br />Ordinance 5-2022 Additional Appropriation for $487,175.94 to pay off dispatch equipment and fire <br />trucks. There were no public comments. Councilman Swinney made the motion to close the public <br />hearing. Councilman Williams seconded. Motion carried 4-0. Legal counsel advised waiting for the 2nd <br />reading due to not having all five members. <br />K-9 Fund Ordinance 6-2022 additional appropriation for $25,000 from the rainy day fund. Councilman <br />Williams motioned to hold p pub }}�wring for this ordinance on June 21. Councilman Cook <br />seconded. Motion carried0`Le`gal eHvised they can pass the first reading at this meeting and vote on <br />the second reading at the public hearing. Councilman Williams motioned to approve the first reading <br />with a second from Councilman Cook. Motion carried 4-0 <br />New Business— <br />Rezone 211'/: E Harrison St for constructing a 2 -family dwelling. The planning commission issued a <br />unanimous favorable recommendation. Councilman Cook motioned to accept the advice from the <br />planning commission. Councilman Swinney seconded. Motion Carried 4-0 <br />Pacmoore CF -1 personal property estimated improvement was $2,681,863. The actual improvement <br />was $3,432,402. The estimated additional employees were twelve. The actual number for the increase <br />was forty-seven. The estimate for real property improvements was $1.5m the final cost was $1,092,375. <br />Councilman Swinney motioned to find Pacmoore substantially complies with the personal propertyeAz.zn <br />abatement. Councilman cook seconded. Motion carried 4-0 <br />Discussion of Proclamation of 100 -year birthday citizens of Mooresville. Councilman Warthen <br />mentioned the town issuing proclamations for the 1001h birthday of the town's citizens. Councilman <br />Cook expressed his support for the idea. Councilman Williams asked if it would be for citizens within the <br />town limits. Legal suggested it be limited to citizens of the Town of Mooresville. Councilman Williams <br />made a motion to move forward with the proclamations. Councilman Swinney seconded. Motion carried <br />4-0. <br />Department Head Reports - <br />Dave Moore met with Wallace Paving and stated they are 75% done and should be finished in the <br />next couple of weeks. Councilman Williams asked about the progress on the damaged building <br />downtown. After the date passes, a request for bids will need to be issued. <br />Council President Warthen invited'Janet Zimmerman up to discuss the storm drain issues at 140 <br />E South St. The water from the drains erodes her property, and she has spent thousands of <br />dollars trying to fix the problem. The storm drain sits 75ft onto her property, and to date, no <br />
