SEPTEMBER 17, 2019 The Mooresville Town Council met in regular session on Tuesday, September 17, 2019, at 6:30 P. M. at the Mooresville Government Center. Council members present were: Tom Warthen, David Rogers, Jessica Hester, Dustin Stanley, and Mark Mathis. No Members were absent. was absent. Attorney Mel Daniel'was present. Tom Warthen gave the prayer. New Business: President Tom Warthen called the meeting to order and let the residents present know that Ross Holloway had taken Ashbury Park off the agenda and he asked for a continuance. A motion was made by Councilman Rogers with a second by Councilman Stanley to grant the request. Motion carried 3-2, Councilman Mathis and Council President Warthen opposed. Since the continuance was granted the plan stays here then if there are substantial changes the residents are notified again and it goes back to the Plan Commission. A motion was made by Councilman Rogers with a second by Councilman Stanley to approve minutes of September 3, 2019 meeting. Motion carried 4-0. Councilwoman Hester abstained. Public Hearing- Hagee FamilyTrust— vacate of an alley - A motion was made by Councilman Mathis with a second by Councilman Rogers to suspend the three readings rule and adopt Ordinance 46, 2019, tonight. Motion carried 5-0. A motion was made by Councilman Mathis with a second by Councilman Rogers to approve Ordinance # t 6. 2019 on the first reading. Motion carried 5-0. A bill for recording will be sent to Attorney Pam Siddons. Budget pre -adoption public hearing Council President Warthen commented the advertised budget was high using the revenues plus. We may have to make changes. The MVH budget is under funded by $57,000 but they do have cash reserves, the CCD and CCI budgets are also not balanced. President Warthen asked if there were any comments from the public or the council. There were none. A motion was made by Councilman Rogers with a second by Councilman Stanley to close the Public Hearing. Motion carried 5-0. Angie O'Farrell -12165 Rooker Road -request to hook on to wastewater lines This property is at the corner of Rooker Road and State Road 144. David Moore, Street Superintendent, spoke up and commented the main sewer trunk is in front of her home. We have contiguity so annexation could be next year. A motion was made by Councilman Mathis with a second by Councilman Rogers to approve the hook on to the wastewater and annex into Town of Mooresville next year. Motion carried 5-0. Transfer of Funds: A motion was made by Councilman Mathis with a second by Councilman Stanley to approve a transfer of funds from Fund 203 to Fund 447 for Community Crossings Grant match of $129,052.02. Motion carried 5-0. The Mooresville Economic Development Commission was set up in 1972 with Ordinance 14, 1972. A new ordinance is not needed at this time. Unfinished business: Kevin Julian -Police cars for 2020: Kevin Julian, interim Police Chief, went thru his report on the 2020 police cars the Council wanted. Then Lieutenant Randy Rogers spoke in depth about how he has made equipment work on the new cars since the Crown Vic days. With the 2020 cars the design is so different he can't do this anymore. The 2020 car has gone up in price and the discount has gone down. The Muncie police department looked at 2 2015 cars and 2 2016 cars to purchase that would come to around $65,000. Councilwoman Hester
