August 2, 2022 <br />The Mooresville Town Council met in a joint session with the Mooresville Police Commission on <br />Tuesday, August 2, 2022, at 6:30pm at the Mooresville Government Center. <br />Council Members present were: President, Tom Warthen and Councilmen Dustin Stanley, Greg <br />Swinney, Jeff Cook and Shane Williams. Police Commission members present were: <br />Christopher Hobbick, William Settle and Ernest Wilson. Town Attorney, Chou-il Lee was also <br />present. <br />Tom Warthen gave the invocation and called both the Town Council and Police Commission <br />meetings to order. <br />Approval of the minutes from the July 19, 2022 meeting — Motion was made by Councilman <br />Stanley, second by Councilman Cook to approve the minutes as written. Motion carried 5-0. <br />Restoration Impact Contract —The contract with Restoration Impact for the demolition of 1 & 3 <br />East Main Street, was forwarded to Council by Legal for their review. Payment will be made <br />from the CCD Fund. Legal confirmed that any sub -contractors that are used will fall under the <br />contract and any incidences that might occur are covered under the insurance of Restoration <br />Impact. <br />A motion was made to approve the contract with Restoration Impact by Councilman Stanley, <br />second by Councilman Swinney. Motion carried 5-0. <br />Old Settler's Parade Route — Interim Chief Brock Chipman confirmed that he was told the route <br />would return to the old route, Indiana to Main to Maple to St Clair. Councilman Stanley stated <br />he was told by the representative that submitted the request that they were returning to the <br />old route, as well. <br />Appointing of new Police Chief— President Warthen explained that because Mooresville is a <br />Metropolitan Police Department, they have a three member Police Commission, who are <br />appointed by the Town Council and are assigned the tasks of hiring and firing, discipline, and <br />approval of standard operating procedures for the Police Department. They choose their best <br />candidate for the Chief of Police and bring that recommendation to the Council for approval or <br />denial. If three members of the Council vote to accept the recommendation, the Executive <br />Officer will appoint the new Chief. Chris Hobbick of the Police Commission stated they had <br />thirty-two applicants, interviewed eight, and selected four to go through the background <br />process and second interview. He thanked Chief Kirby Cochran and the Franklin Police <br />Department for performing the background checks and stated they did a very thorough job, <br />including financials, education, and references. Commissioner Hobbick introduced their final <br />candidate, Mr. Kerry Buckner. Mr. Buckner currently serves as Major and Night Watch <br />Commander with IMPD and comes with 32 years of law enforcement experience. He spent 20 <br />years in the United States Army, retiring in 2007, and has a Bachelor's degree in Criminal <br />Justice. He is married and has four children and three grandchildren. Councilman Williams <br />asked Major Buckner to describe the highlights of his career, why he wanted to come to <br />Mooresville and his goals for the department. Major Buckner stated he started the violent <br />crimes unit of IMPD back in 2007 and they have apprehended thousands of violent criminals <br />and it is still up and running today, he is proud of the fact that every time he transferred to a <br />different unit, he was asked to, and did not put in for it. He stated he basically grew up in <br />Mooresville and has family here, it has a great police force and the people of Mooresville love <br />law enforcement. His goals include being accessible to the public, getting the K9 program back <br />up and running, interviewing each officer and working on any moral issues that may exist, and <br />his top priority is for his officers to go home every night. <br />A motion to accept the unanimous recommendation from the Police Commission to appoint <br />Kerry Buckner as Chief of Mooresville Police, was made by Councilman Williams, second by <br />
