Monroe & Carlisle Title Search - Town Attorney Lee has reviewed the Banning Engineering contract and <br />approved the contract but needed the correct one present at the meeting. He asked the council to <br />approve the contract as approved by legal and to sign the signature page. After discussion as to whether <br />or not it will be completed this year so CCD could be used, Councilman Cook made the motion to <br />approve the contract as reviewed by legal with Council President Warthen as the signatory. Councilman <br />Williams seconded. Motion carried 5-0 <br />Victorian Christmas Street Closing Permit- Elizabeth Smith came before the council with the completed <br />permit forms to request a street closure on December 3, 2022 8 AM to 5 PM. The event is 10 AM to 4 <br />PM. There is a contingency plan in place if High Street is not open and that is to utilize 3 parking lots. <br />Councilman Williams asked about the need to use the government center space; she would like to use <br />the stage and the building for the ability to get out of the elements. There is a separate form that would <br />need to be filled out to request the use of the building. Councilman Williams made a motion to accept <br />the street closure permit with the contingencies that are built in for 12-3-2022. Councilman Cook <br />seconded. Motion carried 5-0. <br />New Business — <br />Declaratory Resolution 17-2022 this is declaring the area where Overton Tool is as a revitalization area <br />and sets the public hearing for a possible tax abatement on both real and personal property. Mike <br />Dillenger with Morgan County Economic Development stated that rather than trying to obtain training <br />money, they would like to request a 10 -year abatement process to create an upfront opportunity to <br />apply it to training on the new production line. The investment on the personal property is around <br />$850,000, which should assist in qualifying for the 10 -year abatement. Councilman Stanley made the <br />motion to approve Resolution 17-2022. Councilman Williams Seconded. Motion carried 5-0 <br />Historic Downtown Mooresville Issues - Councilman Williams stated he added this to the agenda <br />based on some concerns he's heard about the downtown area. In light of the work on the <br />comprehensive plan, he would like to consider looking at setting minimum standards for the <br />downtown area to ensure the continuity of the look of the downtown buildings. He <br />also brought up the underutilization of the downtown park and the possibility of finding a way <br />to streamline the permitting process to encourage the use of the park. He also would like to <br />look at replacing and adding banner poles to the ones without them as the 200th anniversary <br />draws closer. There was a consensus for Councilman Williams to look into the registry requirements and <br />how that may be worked into the LIDO. <br />Councilman Williams also asked about the possibility of recouping the costs for 1 & 3 E. Main Street, and <br />Town Attorney Lee stated that is a subject that should be discussed during an executive session. <br />Councilman Williams would like to move forward with the scheduling of an executive session. <br />Code Compliance Councilman Williams would like to look at the possibility of utilizing or <br />creating a code compliance officer. There was some discussion with Town Attorney Lee about <br />how that may be utilized and possibly funded by the citation fines issued by the compliance <br />officer. <br />Bryant Hopwood -Annexation (Not present) <br />Department Head Reports - <br />Chief Buckner requested the process of implementing a fee ordinance for some video requests <br />from different entities. He will be working with Town Attorney Lee to see about the writing and <br />implementation of that. There are four vehicles on hold currently. He will be starting interviews <br />shortly and is still accepting applications. There are currently 3 open positions. <br />Chief Dalton stated that the extrication equipment price did increase to $83,000 and mentioned that he <br />would give the council the lease purchase details as they are received.
