MM <br />November 15, 2022 <br />The Mooresville Town Council met in a regular session on Tuesday, November 15, 2022 at 6:30 P. M. at <br />the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, Councilman <br />Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Attorney, Chou-il Lee was also <br />present. <br />Matt Dalton gave the invocation, and Councilman Warthen called the meeting to order. <br />Motion was made by Councilman Cook to approve the minutes of the November 2, 2022 regular <br />meeting as corrected and seconded by Councilman Swinney. Motion Carried 5-0 <br />Motion was made by Councilman Stanley to approve the Minutes of the November 1, 2022 Executive <br />Session. Councilman Swinney seconded. Motion carried 5-0 <br />Unfinished Business— <br />There were two sets of salary ordinances presented for consideration. One was presented as advertised, <br />and an amended salary ordinance. The amended ordinance would include a $ 2500 raise for all <br />employees and an increase in the longevity scale to help with employee retention. Council President <br />Warthen explained that the as advertised salary ordinance was amended to change the Clerk <br />Treasurer's salary by $ 1.00 to vote on it again. The cost to fund longevity is $170,200 annually. There is <br />approximately $900,000 in the insurance funds that could increase depending on future refunds so <br />there is no cost increase for 2023. Councilman Williams stated he appreciated the effort that went into <br />this proposal. Councilman Cook stated he thought that the proposal was a good compromise that would <br />assist with retention. Councilman Swinney noted his appreciation of the fairness of the proposal. <br />Councilman Stanley commended Council President Warthen for his efficient explanation and hard work <br />on this proposal to benefit all town employees. <br />Councilman Cook motioned to suspend the rules and pass the Ordinance on the first reading. <br />Councilman Stanley seconded. Motion carried 5-0. <br />Councilman Cook motioned to pass Ordinance 9-2022 with the updated longevity scale and a $2,500 <br />across the board raise. Councilman Stanley seconded. Motion carried 5-0 <br />New Business— <br />There were none. <br />Department Head Reports - <br />Chief Dalton thanked the council for making the hard choices on the salary ordinance, and he <br />talked about the updates to the safety policies and how those should be presented to the <br />council. There was a consensus that they would like to see the edits made to the policies. He <br />gave an update on the extrication tools that were ordered. Delivery is estimated first part of <br />December. <br />Chief Buckner gave an update pending police commission approval of Officer Ryan Russel. He <br />should be sworn in on Friday. The Body Cams have been received and the planned go -live date <br />is December 20, 2022. An SOP will be written and submitted to the Police commission for <br />approval. He voiced his appreciation for the council's work on the salary ordinance. Council <br />President Warthen requested an update on the grants for the cameras. They are still good to go <br />pending paperwork submission. Councilman Swinney thanked the Chief for his work arranging <br />financial planning classes with the Officers.
