180'7 <br />December 6, 2022 <br />The Mooresville Town Council met in regular session on Tuesday, December 6, 2022 at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Shane Williams, <br />Councilman Jeff Cook and Councilman Greg Swinney. Town attorney Chou -11 Lee was present. <br />Councilman Dustin Stanley was absent. <br />Council President Warthen gave the prayer. <br />Motion was made by Councilman Swinney to approve the minutes of the November 15, 2022, meeting <br />and seconded -6y Councilman Cook. Motion Carried 4 -0 <br />Unfinished Business — <br />Comprehensive Plan update. - Cory Weitzel and Patrick O'Neil from HWC Engineering gave an update on <br />the progress of the comprehensive plan. While plans are still in the preliminary stages the participation <br />has been encouraging. Traffic, transportation, direction of growth, desired buffer zone and quality of <br />life improvements are all being looked at as a part of this plan. There was some discussion on how the <br />Town's plan will work with the County's Comprehensive Plan. The website PlanMooresville.com is <br />available and open for public feedback. A draft will then be written and presented at some point during <br />the winter. There was a discussion of setting the presentation up as a special meeting to give the <br />project the attention it deserves. <br />New Business — <br />Public Hearing Ordinance 10-2022 Additional Appropriations. This will move $164,579.64 from the MVH <br />Restricted fund into the Community Crossings Matching Grant fund to pay the 25% the town is <br />responsible for and move $12,600 from the MVH Restricted fund into the change order fund. It also will <br />take $220,000 from the CCD fund to pay for the demolition of 1-3 East Main and $30,000 to repair some <br />Street Department equipment. There were no public comments. Councilman Swinney made a motion to <br />close the public hearing. Councilman Williams seconded. Motion carried 4-0 <br />Councilman Williams made a motion to approve Ordinance 10-2022. Councilman Swinney <br />seconded. Motion carried 4-0. <br />Resolution 24-2022 This resolution allows the Clerk -Treasurer to pay certain items that may be due in <br />between meetings to avoid penalty fees. Councilman Cook made a motion to approve <br />Resolution 24-2022. Councilman Swinney seconded. Motion carried 4-0 <br />Transfer of Fund Resolution 25-2022 Local Road & Bridge Grant Match. This is a resolution to pay out <br />the matching funds for the Community Crossing Grant. Councilman Swinney made a motion to approve <br />Resolution 25-2022. Councilman Williams seconded. Motion Carried 4-0 <br />�)Sakgf ew <br />2023 Economic Development Services Agreement. Mike W94rger from the Morgan County <br />Economic Development Corporation came before the council to encourage the renewal of the <br />annual contract. He mentioned several projects that are in the works and some of the projects <br />that the EDC has accomplished over the last year. Councilman Williams mentioned that he <br />sees the fruits of the EDC's labors and that he hopes that the spirit of cooperation between the <br />town and the county will continue and strengthen. Councilman Williams made the motion to <br />approve the 2023 Economic Development Services contract. Councilman Cook seconded. <br />Motion carried 4-0 <br />High Street Sidewalk Cheryl Dillon -The question has been raised about extending the sidewalks on <br />High Street down to South Street. Dave Moore mentioned that he has talked to her about this, and the <br />State does not have it in its plans to extend the sidewalks at this location as they did not exist before the <br />project started. The Council reached a consensus to allow Dave Moore to explore the possibility of <br />extending the sidewalk. <br />300 E Washington St. William Adams came before the council to request a parcel of town -owned land <br />be divided and deeded to the homeowners adjacent to the parcel. The homeowners have spent 16 <br />years and thousands of their own dollars to maintain the land to avoid damage from the trees. There <br />was some discussion as to the function of the land and a sewer easement was issued that would need to <br />remain in effect as well as access to clean storm drains.
