Purchase Orders—These are encumbered funds that have been obligated during 2022 by the proper <br />execution of a purchase order to be paid in 2023. Councilman <br />Stanley seconded. Motion carried 4-0. <br />Department Head Reports - Chief Buckner was approached by Chick-fil-A in Plainfield which will be <br />closed and they would like to volunteer their staff for any projects that the Town may need while their <br />building is closed for renovations. He was in contact with the homeless unit of TMPD and the appropriate <br />response for any homeless individuals during the projected bad weather and storm. The body cameras <br />have arrived and the IT -level training will begin. Christmas for Kids went well this year. He expressed his <br />appreciation for everyone as he has learned his position over the last 4 months and he is looking <br />forward to 2023. <br />Chief Dalton gave an update on the policies that have been drafted for 2023. The Town Council is the <br />safety committee for the Fire Department and must approve or advise revisions to the policies and <br />procedures of the Fire Department. Councilman Stanley made a motion to approve the policies and <br />procedures of the Fire Department. Councilman Swinney seconded. Motion Carried 4-0. <br />A majority of the extraction equipment has arrived and they have already needed to be used twice. <br />Chief Dalton is expecting the remainder of the equipment soon. <br />Park Superintendent Kris Wilson gave an update on the demolition of the Old Town Park restrooms and <br />thanked the Street department for their help. The new restrooms are anticipated later in the winter. She <br />detailed the items on the PO's that were approved. The meeting time for the park board has changed to <br />6:30 PM on the second Monday of the month that will start with the first meeting in January. She <br />detailed the park board seats that will be available at the end of 2022. <br />Legal —There were none. <br />Public Comments — There were none. <br />Approval of Claims — Councilman Stanley motioned to approve the payment of claims in the amount of <br />$1,082,670.44, second by Councilman Swinney. Motion carried 4-0 <br />Approval of Payroll Clearing - Councilman Stanley made the motion to approve claims on the end of <br />year payroll clearing in the amount of $173,324.68, second by Councilman Swinney. Motion carried 4-0 <br />Town Council Comments—Councilman Williams wished the town a Merry Christmas and Happy <br />Holidays. He commended the street department on the decorations downtown and thanked them for <br />the Holiday Cheer. <br />Councilman Swinney echoed the statements about the decorations and wished everyone a Safe <br />Christmas and a Happy New Year. <br />Councilman Stanley gave his parting remarks as his time on the Town Council is coming to an end. <br />Council President Warthen thanked Councilman Stanley for his service to the town on the council. He <br />presented Councilman Stanley with an appreciation plaque. He also mentioned that all vacant <br />committee and board positions would be posted on the website for interested individuals to apply. <br />
