am <br />Danny Lundy applied for appointment to the other vacant seat as a member of the Libertarian Party. <br />Councilman Williams recused himself from this vote as Mr. Lundy announced his candidacy for <br />Councilman Williams's seat. Councilman Swinney made the motion to appoint Danny Lundy to the Park <br />board. Councilman Brown seconded. The motion carried 4-0-1, with Councilman Williams abstaining. <br />Ernest Wilson's Police Commission appointment expired on 12/31/2022. However, he has expressed <br />interest in retaining his seat on the Commission. Councilman Cook made a motion to reappoint Ernest <br />Wilson to the Police Commission. Councilman Williams seconded. Motion carried 5-0 <br />RDC is made up of five members plus one School Board non-voting member. Two members are to be <br />appointed by the council. Erin Pipkin and Dana Heidenreich have expressed interest in continuing to <br />serve on the commission. Councilman Brown made a motion to appoint Erin Pipkin to the RDC. <br />Councilman Swinney seconded. Motion Carried 5-0. Councilman Swinney made a motion to appoint <br />Dana Heidenreich to the RDC. Councilman Brown seconded. Motion carried 5-0. There are three <br />executive appointments to the RDC. Council President Warthen appointed Bryan Culp, Ryan Taylor, and <br />Councilman Williams to the RDC. <br />Library Board - Councilman Williams motioned to appoint Ryan Goodwin to the board. Councilman Cook <br />seconded. Motion Carried 5-0. <br />Morgan County EDC - While several people have expressed interest in serving, they have yet to apply to <br />be appointed. Council President Warthen volunteered to serve until someone could be appointed. <br />Councilman Swinney motioned to appoint Council President Warthen to Morgan County EDC. <br />Councilman Williams seconded. Motion carried 4-0-1, with Council President Warthen abstaining. <br />President Warthen suggested retaining Councilman Williams and Dave Moore to the MPO Council. <br />Councilman Swinney made a motion to appoint Councilman Williams to the MPO. Councilman Brown <br />seconded. Motion Carried 5-0. Councilman Swinney made a motion to appoint Dave Moore to the MPO. <br />Councilman Williams seconded. Motion carried 5-0. <br />Rhonda Beck from the Daughters of the Revolution came before the council to discuss DAR's work with <br />the Veteran and Military banner program. DAR does all the work for the program. They design the <br />banner and work with the printer. This program is rapidly expanding. They are willing to work with the <br />town keeping in mind that the 200th Anniversary is coming up and the town may want to display <br />different banners at different times of the year. The featured Veterans are chosen on a first -come -first- <br />served basis. They must be honorably discharged and the DAR reserves the right to see the DD14. There <br />was a discussion about starting with a small number and possibly increasing the number of banners as <br />the program grows. Councilman Brown made a motion to proceed with the DAR program for <br />30 banners to be hung from July 2023 to July 2024. Councilman Swinney seconded. Motion Carried 5-0 <br />Mooresville Friends Church requested a sewer bill adjustment for $372.87 due to a water leak that has <br />been repaired. Councilman Brown made the motion to approve the adjustment. Councilman Swinney <br />seconded. Motion carried 5-0. <br />Amendment to Fire Department Policies. Councilman Cook expressed his concern about a part-time <br />employee having the ability to hold rank over a full-time employee as a Division Chief. Due to the title <br />given to the part-time employee, it is possible for them to discipline full-time employees. Chief Dalton <br />stated that he believes the part-time employee position should be full-time, but the budget does not <br />support that position. Town attorney Lee suggested having legal work with Chief Dalton to propose <br />language to the council that would alleviate the possibility of a part-time employee holding rank over a <br />full-time employee. Councilman Cook made a motion to table the item until the next meeting. <br />Councilman Brown seconded.
