February 21, 2023 <br />The Mooresville Town Council met in regular session on Tuesday, February 21, 2023 at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Councilman Greg Swinney, Councilman Shane Williams, Councilman Jeff <br />Cook, and Councilman Josh Brown. Council President Tom Warthen attended electronically. Town <br />Attorney Chou-il Lee was also present. <br />Councilman Vice President Swinney gave the invocation and called the Town Council meeting to order. <br />Attorney Lee recommended amending the minutes of page 2 under the discussion of Opioid Giobal <br />Settlement and Meijer Opioid Settlement. Move Resolution 2-2023 to the paragraph above under <br />Global Opioid Settlement. <br />Motion was made by Councilman Williams to amend minutes of the February 7, 2023 meeting per the <br />Attorney Chou-il Lee and seconded by Councilman Cook. Motion Carried 5-0 <br />Motion was made by Councilman Williams to approve the minutes as amended of the February 7, 2023 <br />meeting. Councilman Brown seconded. Motion Carried 5-0 <br />Unfinished Business— <br />Emergency Information Technology Discussion - Council President Warthen stated that Chief Buckner <br />had reached out and that additional officers have lost access to their email. Councilman Cook <br />mentioned that he was under the impression that all town employees would be updated to the <br />Microsoft 365 G3. <br />Councilman Swinney suggested of updatingjust the Police Department. Councilman Cook stated that <br />the update should be rolled out to everyone at the same time per the recommendation of the IT <br />provider. <br />Councilman Williams made a motion to proceed with the 40 seats at the Police Department as well as <br />obtain a full list from the department heads as to how many additional licenses will be needed and <br />proceed to update all the town employees. Councilman Brown seconded. Motion carried 5-0. <br />Resolution 3-2023 Declaratory Old Dominion Freight Line -This declaratory resolution is in reference to <br />the economic revitalization area for Old Dominion Freight Line. Councilman Williams made a motion to <br />approve Resolution 3-2023. Councilman Cook seconded. Motion carried 5-0. <br />New Business — <br />Villages of Eastmoore HOA Lighting Agreement— HOA President appeared before the council requesting <br />a lighting agreement for Villages of Eastmoore. They are paying $409.00 quarterly for 13 lights and <br />$4,908 yearly. HOA is requesting a partial reimbursement payment of $2,506.92 annually paid quarterly <br />for13 standard wood poles. Councilman Brown made the motion to accept the agreement. Councilman <br />Cook seconded. Motion Carried 4-0-1. Councilman Williams abstained. <br />Cemetery Bid Opening - There were 2 bids submitted. No One Left Behind Lawn Care and Snow Removal <br />$857 per cutting to include all of the requirements listed in the bid. <br />Adair's Lawn Care $1,300 for the Spring cleanup and $775 per weekly cutting with a monthly trim <br />around the bridge at no charge. <br />Town Attorney Lee suggested taking this under advisement until Dave Moore can look at and assess <br />the entirety of the bids. <br />
