X) <br />Councilman Williams made a motion to send the bids to Dave Moore for review. Councilman <br />Cook seconded. Motion carried 5-0 <br />209 Bishop Street Sewer Leak Adjustment— It appears that while the leak was possibly not taken care of <br />in a timely manner the water from the leak did not make it into the sewer. The customer is requesting <br />an additional $357.42 adjustment based on an average consumption of 17,000 gallons per month for <br />three-month period. This amount is based on the same formula used for all requested sewer <br />adjustments. <br />Councilman Brown made the motion to accept the sewer adjustment in the amount to $357.42. <br />Councilman Williams seconded. Motion Carried 5-0 <br />Department Head Reports - <br />Chief Buckner is requesting a possible ordinance be drafted to have a consistent fee for all tows <br />excluding semi tows. Town Attorney Lee advised that what is typically done is that a request for <br />proposal (RFP) is put out to the companies interested. Those wrecker companies will submit bids for a <br />charge when they are called out by the department, one will be selected then give the opportunity to <br />the other companies to provide the services at the same charge leaving the wrecker company to decide <br />if they want to be left in the rotation for the Tow. <br />There was some discussion as to whether this had already been done in the past. If a set fee is wanted <br />an ordinance must be drafted, but would have to be amended for any cost increases. A legal process is <br />recommended to start this process. He also mentioned that he would like to use Beth Copeland for all <br />their forfeitures. Forfeitures is something that is governed by statute so a contract would be required. <br />Town Attorney Lee will work on a contract to present to the council. <br />Chief Dalton received the executed inter -local agreement with Martinsville and a check should be <br />received for the equipment. <br />Chief Dalton said that the fire department is at full staffing for their full-time position, but they are <br />accepting applications to hold in case of a departure or lateral transfer. Elite Public Safety Consulting <br />conducted interviews for the Lieutenant position to avoid bias, and the department will take their <br />recommendation under advisement. <br />The Interim Park Superintendent gave an update on the search for a Parks Superintendent. An offer has <br />been extended to and accepted by Philip Cornelius who comes to the Town of Mooresville from the <br />Brownsburg Parks Department. His first day will be March 6 ,2023. <br />Legal — <br />Community Crossing Grant Bids- Received one proposal from Grady Brothers Incorporated bid at <br />$1,925,310. Town Attorney recommendation is to take this bid under advisement and allow Banning <br />Engineering to review the scope of the bid. <br />Councilman Williams made the motion to take the bid under advisement and give to Banning <br />Engineering to review. Councilman Cook seconded. Motion carried 5-0. <br />Morgan County P.A.C.E. - Town Attorney Lee gave an update that a contract is being worked on but he <br />wants to ensure all appropriate steps are taken. <br />Opioid Global Settlement -The FSSA has opened bids for the limited use fund grants associated with the <br />Opioid Global Settlement limited use funds. Several members of the county came forward to present <br />their ideas for the grant usage in order to partner with the town to utilize the funds. <br />Judy Bucci with Stability First came before the council to discuss their work in the community running a <br />women's shelter, providing addiction recovery, and working with the community to assist with long and <br />short-term housing for the poor and addition recovery programs with the Mental Health task force. <br />They can qualify for the grant if there is some level of government participation. <br />
