am <br />Regina Shelby also gave an update that the May 13th Street Fair is moving along well with more vendors <br />and food trucks for this year. <br />New Business — <br />Redwood Apartment Neighborhoods - Greg Thurman came before the council to request an annexation <br />of 32 acres of land. He is in the process of acquiring the appropriate signatures to complete the <br />annexation. They are working with a traffic engineer and INDOT regarding the right and left turn on State <br />Road 67. The signed document from the owners is required in order to proceed with the super voluntary <br />annexation. Mr. Thurman will be getting that to the council. <br />President Warthen stated that Overton Industries is suffering from the problems that many companies <br />are with staffing issues. Still, they are actively looking for additional personnel at this time as their <br />employment goals may differ from their current employment status. <br />CF -1 Resolution 6-2017 was for personal property. Their estimated cost matched their true cost of <br />$94,153. <br />Councilman Cook motioned that the council find Overton Industries substantially compliant with <br />Resolution 6 —2017. Councilman Swinney seconded. Motion carried 5-0. <br />CF -1 Resolution 1-2019 was also for personal property; the estimated cost matched the true cost of <br />$348,109. <br />Councilman Swinney motioned that the council find Overton Industries substantially compliant with <br />Resolution 1-2019. Councilman Brown seconded. Motion carried 5-0. <br />CF -1 Resolution 2-2020 was for personal property; the estimated cost matched their true cost of <br />$140,000. <br />Councilman Cook made the motion to find Overton Industries in substantial compliance with Resolution <br />2-2020. Councilman Brown seconded. Motion carried 5-0. <br />CF -1 Resolution 5-2020 was for personal property; the estimated cost was $200,000 the true cost was <br />$219,670. <br />Councilman Swinney made the motion that the council find Overton Industries in substantial compliance <br />with Resolution 5-2020. Councilman Brown seconded. Motion carried 5-0. <br />CF -1 Resolution 4-2022 was for personal property; the estimated cost matched their true cost of <br />$179,000. <br />Councilman Swinney made the motion that the council find Overton Industries in substantial compliance <br />with Resolution 4-2022. Councilman Brown seconded. Motion carried 5-0. <br />Council President Warthen praised Overton Industries for making an investment of $981,013 for <br />equipment to keep 45 people employed since 2017. <br />Public Hearing Ordinance 2-2023 Re -Establish Cumulative Fund Rate. Council president Warthen stated <br />that new legislation had allowed communities to re-establish this fund rate at $0.05 per $100 of assessed <br />value. Council President Warthen discussed the need for this fund. There were no public comments. <br />Councilman Swinney made the motion to approve Ordinance 2-2023. Councilman Brown seconded. <br />Motion carried 4-0-1. Councilman Williams opposed it. This item will be published with a 30 -day <br />remonstrance period and will go into effect in 2024. <br />Councilman Brown made a motion to close the public hearing. Councilman Swinney seconded. Motion <br />carried 5-0. <br />
