1839 <br />March 21, 2023 <br />The Mooresville Town Council met in regular session on Tuesday, March 21, 2023, at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were: Council President Tom Warthen, Councilman Greg Swinney, Councilman <br />Shane Williams, Councilman Jeff Cook, and Councilman Josh Brown. Town Attorney Chou-il Lee was <br />present. <br />Council President Warthen gave the prayer and called the meeting to order. <br />Motion was made by Councilman Swinney to approve the minutes of the March 7, 2023 meeting and <br />seconded by Councilman Brown. Motion carried 5-0. <br />Council President Warthen read the Proclamation declaring March 22, 2023 John Russell Lambert Day in <br />honorof his contributions to the Town of Mooresville and his 106th birthday. Each of the Council members <br />voiced their appreciation and admiration for Mr. Lambert. (attached Exhibit A) <br />Councilman Swinney motioned to proclaim March 22, 2023, John Russel Lambert Day. Councilman <br />Williams seconded. Motion carried 5-0. <br />Unfinished Business— <br />Monroe Street Bid Opening- Grady Brothers Inc.'s base bid for the eligible community crossing project is <br />$1,430,000. The alternate bid for the ineligible is $68,305. <br />Wallace Construction Inc.'s base bid for the eligible community crossing project is $1,024,176.63. The <br />alternate bid for the ineligible is $89,925. <br />Dave Moore and Banning Engineering will review the bids and bring their recommendation back before <br />the council members. <br />Councilman Swinney made a motion to take the bids into consideration and have them reviewed for the <br />April 4th meeting. Councilman Brown seconded. Motion carried 5-0. <br />New Business— <br />Council President Warthen presented the first reading forthe Additional Appropriation Ordinance 3-2023 <br />for the PACE fund. Town Attorney Lee stated that the prosecutor's office must verify that all outstanding <br />forfeitures are completed before the next meeting. There may be a possible amendment due to a request <br />received today. The public hearing for this ordinance will be held at the regularly scheduled meeting on <br />April 4m. <br />Council President Warthen presented Additional Appropriation Ordinance 4-2023 for the K-9 Program. <br />The public hearing for this ordinance will be held at the regularly scheduled meeting on April 4tn <br />This is the first reading for Additional Appropriation Ordinance 5-2023 for the Comprehensive Plan. The <br />public hearing will be held at the regularly scheduled meeting on April 41n <br />Department Head Reports— <br />Chief Dalton gave an update on two firefighters that have completed their Paramedic training and passed <br />their certification exams, so they are now Paramedics for the Town of Mooresville. Today, there was a <br />successful Code Red training with the Mooresville School Corporation and the Mooresville School Police. <br />Chief Dalton requested that the funds received for the equipment sale to the City of Martinsville be <br />appropriated back into his budget so he can have that gear replaced. He had one firefighter turn in his <br />resignation notice. <br />
