Council President Warthen gave an update on the committee working to form the fire territory. <br />Councilman Williams, who had previously served on that committee, requested to be removed. President <br />Warthen has volunteered with the council's permission to replace Councilman Williams. There was a fire <br />territory meeting recently involving the Department of Local Government Finance Commissioner, Wesley <br />Bennett, and the committee members. There is a path to move forward with the process. <br />Councilman Swinney motioned to allow Council President Warthen to move forward working with the fire <br />territory committee. Councilman Williams seconded. Motion Carried 5-0. <br />Chief Buckner stated he would be working to determine if there are any pending forfeitures and will be <br />working with Attorney Copeland. He requests purchase approval for three FLOCK Cameras to collect <br />vehicular evidence. Each camera costs $2,500 for the year and a one-time $350 installation fee. He also <br />announced that one officer has put in his resignation and will be leaving the department on March 31st. <br />Town Attorney Lee stated that these camera systems do not violate the 4th amendment. <br />Dave Moore stated that the Daughters of the Revolution would like to assist with cutting back the brush <br />at the cemetery. He also presented the council with the waiver they provided. <br />Four hundred trees were picked up from the State of Indiana and those saplings are being offered to the <br />town's residents free of charge to plant on their property. He also mentioned having the appraisals for <br />the possible land acquisitions. <br />There was a discussion about the need for an executive session to discuss the acquisitions and two other <br />items. Councilman Cook motioned to hold an executive session at 5 PM on Tuesday, April 4, 2023. <br />Councilman Brown seconded. Motion Carried 5-0. <br />After Town Attorney Lee reviewed and approved using the waiver provided by the Daughters of the <br />American Revolution, Councilman Williams motioned to allow the Daughters of the American Revolution <br />to proceed with their project to help clean up the cemetery. Councilman Brown seconded. Motion carried <br />5-0. <br />Town Attorney Lee provided the RFPQ for the HVAC bids after the council agreed that Dave Moore should <br />be the primary contact and that the bid deadline is the first meeting in May. <br />Councilman Cook made the motion to approve the RFPQ for the HVAC bids. Councilman Swinney <br />seconded. Motion carried 5-0. <br />Dave Moore needs to replace two pickup trucks for the street department. He requested approval to be <br />able to price and get build times on trucks. Council President Warthen also suggested getting pricing and <br />delivery times on trucks. The council had a consensus to move forward. <br />Parks Department Superintendent, Phil Cornelius gave an update for the Parks Department. They are in <br />the process of getting the final permits for the central bathrooms in Old Town Park. The preparation for <br />the building is expected to start in April. There is a six-week lead from when the permit is approved until <br />the building is shipped. <br />The Assistant Superintendent, Keelan Simpson, attends the NRPA revenue development and management <br />school. This program teaches the national standard best programs and procedures for Public Works and <br />Parks and Recreation Departments. He has recently completed his first year and will attend a second year <br />to complete the program. <br />The Parks Department, in partnership with Mooresville Baseball, hasjoined together for some updates in <br />Pioneer Park. Wallace Construction is making some renovation and field access improvements atthe park. <br />He mentioned that the town owns five parcels of land that still need to be annexed into the town limits <br />so that request will be coming before the council soon. <br />
