1844 <br />April 4, 2023 <br />The Mooresville Town Council met in a regular session on Tuesday, April 4, 2023, at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman <br />Shane Williams, Councilman Jeff Cook, and Councilman Josh Brown. Town Attorney Beth Copeland was <br />also present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Brown motioned to approve the minutes of the March 21, 2023 meeting and seconded by <br />Councilman Swinney. Motion carried 5-0. <br />Unfinished Business — <br />Lasiter Petition for Annexation -The steps to the possible annexation and future rezone were detailed by <br />Council President Warthen. <br />Councilman Swinney motioned to move forward with the annexation. Councilman Brown seconded. <br />Motion carried 5-0. <br />Monroe Street Bid Award - Having discovered a discrepancy with the right of ways, the Legal Council is <br />working with the State of Indiana to rectify the situation. Dave Moore recommended awarding the bid to <br />Wallace Construction for a base bid of $1,024,176.63 and an alternate bid of $89,925.00, a total of <br />$1,114,101.63. <br />Councilman Cook made a motion to accept the bid from Wallace Construction. Councilman Williams <br />seconded. Motion carried 5-0. <br />Councilman Cook made a motion to move forward with obtaining the right of way for this project. <br />Councilman Williams seconded. Motion carried 5-0. <br />Public Hearing Ord. 3-2023 Additional Appropriation P.A.C.E. Fund -There is still some discrepancy in the <br />P.A.C.E. fund, and Attorney Beth Copeland is researching any potential outstanding seized returns that <br />may need to be paid from this fund. <br />Councilman Cook motioned to table this hearing until the next meeting. Councilman Brown seconded. <br />Motion carried 5-0. <br />Public Hearing Ord 4-2023 Additional Appropriation Police K-9 Fund -This additional appropriation <br />would put $9,250 that was in the reverting fund at the end of 2022 into the 2023 K-9 budget. Council <br />President Warthen opened the public hearing. There were no public comments. <br />Councilman Williams made a motion to close the public hearing. Councilman Swinney seconded. Motion <br />carried 5-0. <br />Councilman Williams made a motion to approve Ordinance 4-2023. Councilman Cook seconded. Motion <br />carried 5-0. <br />Public Hearing Ord. 5-2023 Additional Appropriation Comprehensive Plan- This is to additional <br />appropriate $242,733.25 in funds that reverted into the general fund atthe end of 2022 but is still needed <br />to complete the comprehensive plan. Council President Warthen opened the public hearing. There were <br />no public comments. <br />
