1844 April 4, 2023 The Mooresville Town Council met in a regular session on Tuesday, April 4, 2023, at 6:30 P. M. at the Mooresville Government Center. Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman Shane Williams, Councilman Jeff Cook, and Councilman Josh Brown. Town Attorney Beth Copeland was also present. Council President Warthen gave the invocation and called the meeting to order. Councilman Brown motioned to approve the minutes of the March 21, 2023 meeting and seconded by Councilman Swinney. Motion carried 5-0. Unfinished Business — Lasiter Petition for Annexation -The steps to the possible annexation and future rezone were detailed by Council President Warthen. Councilman Swinney motioned to move forward with the annexation. Councilman Brown seconded. Motion carried 5-0. Monroe Street Bid Award - Having discovered a discrepancy with the right of ways, the Legal Council is working with the State of Indiana to rectify the situation. Dave Moore recommended awarding the bid to Wallace Construction for a base bid of $1,024,176.63 and an alternate bid of $89,925.00, a total of $1,114,101.63. Councilman Cook made a motion to accept the bid from Wallace Construction. Councilman Williams seconded. Motion carried 5-0. Councilman Cook made a motion to move forward with obtaining the right of way for this project. Councilman Williams seconded. Motion carried 5-0. Public Hearing Ord. 3-2023 Additional Appropriation P.A.C.E. Fund -There is still some discrepancy in the P.A.C.E. fund, and Attorney Beth Copeland is researching any potential outstanding seized returns that may need to be paid from this fund. Councilman Cook motioned to table this hearing until the next meeting. Councilman Brown seconded. Motion carried 5-0. Public Hearing Ord 4-2023 Additional Appropriation Police K-9 Fund -This additional appropriation would put $9,250 that was in the reverting fund at the end of 2022 into the 2023 K-9 budget. Council President Warthen opened the public hearing. There were no public comments. Councilman Williams made a motion to close the public hearing. Councilman Swinney seconded. Motion carried 5-0. Councilman Williams made a motion to approve Ordinance 4-2023. Councilman Cook seconded. Motion carried 5-0. Public Hearing Ord. 5-2023 Additional Appropriation Comprehensive Plan- This is to additional appropriate $242,733.25 in funds that reverted into the general fund atthe end of 2022 but is still needed to complete the comprehensive plan. Council President Warthen opened the public hearing. There were no public comments.
