Councilman Williams seconded. <br />Motion carried 5-0. <br />New Business — <br />Sammy L Davis Medal of Honor Way - Councilman Williams suggested renaming a portion of the Monroe <br />Street project after Sammy L Davis. There was discussion on how that may be accomplished and the <br />possibility of having this prepared for dedication in 2024. Legal Council will look into the necessary steps <br />to rename a section of Monroe Street. <br />Proclamation for National Child Abuse Prevention Month- Council President read the proclamation <br />designating April 2023 as Child Abuse Prevention Month. <br />Councilman Swinney made a motion to adopt the proclamation. Councilman Williams seconded. Motion <br />carried 5-0. <br />Ladder Engine Repair Cost -Chief Dalton presented estimated repair costs for ladder and engine repairs. <br />Chief Dalton's question was if the town would like to repair these vehicles or if it is time to sell them and <br />build new ladder engines, as the estimated delivery is 2 to 3 years. He recommended selling the two <br />vehicles and beginning the process of replacing at least one of them. <br />Councilman Swinney made a motion to table this item until the next meeting. Councilman Brown <br />seconded. Motion carried 5-0. <br />Amputee Coalition Limb Loss and Limb Differences Awareness Month April 1 -30th — Rob Samuels came <br />before the council to request the council recognize April 2023 as Limb Loss and Limb Differences <br />Awareness Month and detailed his journey with limb loss and how he is working to bring a limb <br />loss and limb difference support group to Morgan County. <br />Councilman Swinney motioned to proclaim April 2023 Limb Loss and Limb Differences Awareness Month. <br />Councilman Brown seconded. Motion carried 5-0. <br />Department Head Reports — <br />Chief Dalton stated they received 34 applications for the open position and will begin testing shortly. He <br />asked the council to consider re -appropriating the $2,844 from the sale of PPD to Martinsville back to his <br />line item to pay for new equipment for the potential new hire. It was determined that this could be paid <br />from the general fund. <br />In addition, he requested assistance in replacing the 22 -year-old riding lawn mower that the fire <br />department is using. New commercial -grade riding mowers range from $6,000 to $8,000. There was a <br />consensus to allow him to purchase a new mower. <br />Chief Buckner stated that FLOCK is working on the INDOT permit for the FLOCK cameras. He and Captain <br />Forbes tested their first dog for the K-9 program, and the training will begin on April 5th. <br />Parks Department Superintendent Phil Cornelius has been working with Starnes Outdoor Solutions Lawn <br />Care Services for the beautification of the landscaping and mowing of Bicentennial Park. They will be <br />donating all services for 2023, approximately $4,500 worth of services, including new mulch beds, lawn <br />care services, and fertilization. <br />The State has approved the building permit for the Old Town Park restrooms, and they have begun <br />construction. The windows for the building are scheduled to be delivered between May 22 and June 9th, <br />with completion anticipated in late June. <br />
