April 18, 2023 <br />The Mooresville Town Council met in regular session on Tuesday, April 18, 2023, at 6:30 R M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman <br />Shane Williams, Councilman Jeff Cook, and Councilman Josh Brown. Town Attorney, Chou-il Lee was also <br />present. <br />Tom Warthen gave the invocation and called the meeting to order. <br />Motion was made by Councilman Swinney to approve the minutes of the April 4, 2023 meeting and <br />seconded by Councilman Brown. Motion carried 5-0. <br />Motion was made by Councilman Brown to approve the minutes of the April 4, 2023, executive session <br />meeting and seconded by Councilman Williams. Motion carried 5-0. <br />Unfinished Business— <br />Ordinance 3-2023 P.A.C.E. Chief Buckner pulled the request for this until the final audit of the fund can be <br />performed. <br />Sammy L Davis Medal of Honor Way - After some discussion, it was determined that the council could pass <br />a resolution to honorarily change the name of a stretch of road in the town limits without having to change <br />mailing addresses. Town Attorney Lee is willing to reach out to Morgan County to see about extending the <br />honorary naming of the road to the county line. The council came to a consensus of having Councilman <br />Williams continue forward on determining the appropriate name and drafting potential sign designs with <br />Banning Engineering. <br />Ladder Engine Repair Costs - Chief Dalton brought quotes for possible new ladders and repairs. After some <br />discussion of the number and types of vehicles needed, and lead times for new equipment in light of the <br />possible fire territory merger in the future, Chief Dalton stated he would like to move forward with <br />repairing the trucks and continue to look at a possible replacement for the engine with the capital <br />improvement plan calling for purchase in 2026. <br />Councilman Swinney made a motion to have Chief Dalton reach out for additional bids to repair the <br />existing equipment. Councilman Brown seconded. Motion carried 5-0. <br />Fire Department Lawn Mower- Quotes for a new lawn mower were presented to the council. After some <br />discussion about the specifics of each quote, the pros and cons of each mower proposed, and the <br />possibility of using the building structure fund to purchase the mower. Councilman Cook made a motion <br />to move forward with trading in the old mower and purchasing a new one based on the quote from <br />Reynolds's Equipment in Mooresville. Councilman Brown seconded. Motion carried 4- 1. Councilman <br />Warthen opposed it. <br />New Business — <br />Wastewater Bad Debts- Clerk -Treasurer Dianna Wamsley presented the 2021 sewer bad debt write-off <br />request. The increase is partly due to being unable to place a lien on properties during the COVID <br />emergency. Clerk -Treasurer Wamsley stated that the necessary steps have been taken, and there is no <br />expectation that the delinquent final bill accounts will be paid. <br />Councilman Williams made a motion to accept the write-off of $2,876.66 in sewer bad debts. Councilman <br />Brown seconded. Motion carried 5-0. <br />Property Taxes - Council President Warthen gave an explanation of the rise in property tax bills, including <br />the state of Indiana choosing to use cash value rather than assessed values. The assessed value in the <br />Town of Mooresville went up about 19%, but the tax rate dropped 12%. He explained thatthis is the result <br />
