HM <br />May 2, 2023 <br />The Mooresville Town Council met in regular session on Tuesday, May 2, 2023, at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman <br />Jeff Cook, and Councilman Josh Brown. Town Attorney Cameron Starnes was also present. Councilman <br />Shane Williams was absent. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Brown motioned to approve the April 18, 2023 meeting minutes and seconded by Councilman <br />Swinney. Motion carried 4-0. <br />Unfinished Business — <br />Public Hearing Ordinance 6-2023 Lassiter Super Voluntary Annexation -Council President Warthen opened <br />the public hearing. The property owners Vicki and Harry Lasiter petitioned for annexation to the Town of <br />Mooresville. There were no public comments. Councilman Swinney made a motion to close the public <br />hearing. Councilman Cook seconded. Motion carried 4-0. <br />Banner Update — Regina Shelby came before the council to discuss the placement of some banners and <br />the artistic renderings submitted for the banners that would be up most of the year. There was a question <br />about the printing company that would be used for the banners and the funding source. The town <br />received two quotes from D&E and Wrap It Up, with D&E being the lowest bidder at $21,030.00. <br />Councilman Warthen suggested contacting Redevelopment Commission to discuss potential funding since <br />this project aligns well with their beautification values. <br />Councilman Brown made a motion to accept D&E's bid of $21,030, Councilman Swinney seconded. Motion <br />carried 4-0 <br />Councilman Swinney motioned to request funding for the banner program from the RDC. Councilman <br />Brown seconded. Motion carried 4-0. <br />Fire Department Staff Vehicle- Chief Dalton is requesting a new staff vehicle. The price for the Tahoe is <br />$42,450, and an additional $8,000 would be needed to outfit the new vehicle. He mentioned that the <br />Town of Monrovia is interested in purchasing the Chief's current vehicle. <br />Councilman Warthen inquired about the 2021 Chevy Silverado truck that was purchased for the fire <br />station's general use and plowing of the fire department parking lot. Chief Dalton stated that the truck was <br />reassigned to Assistant Chief Russell with the understanding that he would plow as needed. <br />Council President Warthen questioned the need for an additional vehicle at this time. Chief Dalton stated <br />that the resell value for the current staff vehicle is continuing to depreciate. Currently, there are five staff <br />vehicles and three take-home vehicles. <br />Councilman Cook questioned if this is needed right now. Chief Dalton stated that with the shortage of <br />vehicles that can be used for public safety, he recommends purchasing the vehicle. <br />Councilman Cook made a motion to move forward with purchasing a 2023 Chevy Tahoe. Councilman <br />Brown seconded. Motion carried 3-1. Councilman Warthen opposed it. <br />New Business — <br />HVAC Bid Opening - There were no bids given at the time of the meeting. Though one was said to have <br />been submitted, the bid was not located. If no bids have been received, the possibility of reopening the <br />RFPQ is available, and if one has been received, it can be brought to the council for consideration. <br />
