1.894 <br />Unfinished Business — <br />Trane HVAC Presentation - Council President Warthen explained that the representatives for <br />Trane could not attend this meeting. <br />Ameresco HVAC presentation offers HVAC solutions and actively seeks grants and funding for <br />municipal projects. They plan to conduct a comprehensive assessment of the systems, <br />determining what can be retained and what should be replaced. Their commitment to providing <br />the best options, regardless of manufacturer, was highlighted. While they haven't reviewed the <br />wastewater treatment plant yet, they believe there are opportunities for improved efficiencies <br />and will perform a utility analysis. They also mentioned evaluating the efficiency of current <br />residential units at the Town Court. The street department review hasn't been conducted yet but <br />is open for consideration. <br />The Council President noted his appreciation for the company's innovative approach during the <br />initial assessment. The council decided to table their decision, waiting for a presentation from <br />Trane. <br />Resolution 27-2023 Comp Plan and Resolution 28-2023 Thoroughfare Plan - Adam Peeper came <br />before the council to present the changes made since the May edits were presented. A <br />subdivision and a commercial strip center that were mentioned by name were made more <br />general. Councilman Williams sought clarification to ensure he didn't need to abstain from voting <br />since some of his buildings appeared in a picture within the town's comprehensive plan. Attorney <br />Lee determined that he didn't need to abstain, as these were general pictures of the town. <br />The planning commission conducted the public hearing for this matter, and the motion passed t <br />favorably with a vote of 4-0. <br />Councilman Swinney made a motion to approve Resolution 27-2023. Councilman Brown <br />seconded. Motion carried 5-0 <br />Councilman Cook made a motion to approve Resolution 28-2023. Councilman Brown seconded. <br />Motion carried 5-0. <br />Public Hearing Confirmatory Resolution 24-2023, The Town Council approved Advance Aero with <br />a vote of 5-0. There were no public comments. <br />Councilman Brown made a motion to close the public hearing. Councilman Cook seconded. <br />Motion carried 5-0. <br />Councilman Brown made a motion to approve Confirmatory Resolution 24-2023. Councilman <br />Swinney seconded. Motion carried 5-0. <br />Public Hearing Ordinance #11-2023 Super Voluntary Annexation 10073 David Ln. Attorney Lee <br />mentioned the statute states a 14 -day waiting period between the public hearing and the time <br />any action can be taken. There were no public comments. <br />Councilman Brown made a motion to close the public hearing. Councilman Swinney seconded. <br />Motion carried 5-0. <br />Declaratory Resolution 25-2023 which establishes a revitalization area in Flagstaff for the spec <br />building to be located on Lot 8, was discussed. The public hearing is scheduled for the upcoming <br />meeting. <br />Councilman Cook motioned to approve the Declaratory Resolution 25-2023, and Councilman <br />Swinney seconded the motion. Motion carried 5-0. <br />WS] Digital Voice Quotes, Councilman Cook gave an update that Chief Buckner requested this be <br />removed from the agenda for this meeting.
