%' October 17. 2023 The Mooresville Town Council met in regular session on Tuesday, October 17, 2023, at 6:30 p.m. at the Mooresville Government Center. Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman Jeff Cook, and Councilman Josh Brown. Town attorney Chou-il Lee was present. Councilman Shane Williams was not present. Council President Warthen gave the invocation and called the meeting to order. Councilman Brown motioned to approve October 3, 2023, meeting minutes and seconded by Councilman Swinney. Motion Carried 4-0 Unfinished Business— Ordinance 12, 2023 Final Budget approval. Council President Warthen shared thatthe $12.4 M budget has property tax -driven funds, such as the general, motor vehicle highway, restricted motor vehicle, park, and cumulative capital development funds, which are underfunded by $164,000. The underfunding is intentional because we have specific projects we aim to complete. We plan to cover these expenses using our surplus funds, making it a deliberate one-time expenditure in the 2024 budget. There are other funds, such as riverboat, local option income tax, and gateway maintenance; there is a projected deficit of approximately $620,000 in 2024, but the town has sufficient reserve funds to cover the various projects within those funds. The recurring items in the budget are in balance. Councilman Cook motioned to approve Ordinance 12-2023, and Councilman Swinney seconded the motion. Motion carried 4-0. Ordinance 11-2023 Annexation 10075 N David Ln. The financial impact report indicates that there will be no impact on the town if the property is annexed. Councilman Swinney made a motion to accept the annexation fiscal plan. Councilman Cook seconded. Motion carried 4-0. Councilman Swinney made a motion to approve Ordinance 11-2023. Councilman Brown seconded the motion. Motion carried 4-0. Town Attorney Lee then detailed the final steps for annexing this property following the remonstrance period. Public Hearing Confirmatory Resolution 26-2023 Economic Revitalization Area. Mike Dillinger with Morgan County Economic Development came before the council to support this resolution. There were no other public comments. Councilman Swinney made a motion to close the public hearing. Councilman Brown seconded. Motion carried 4-0. Councilman Brown made the motion to approve Resolution 26-2023. Councilman Swinney seconded. Motion carried 4-0. Parks Superintendent Phil Cornelius came before the Council to discuss the park projects and request approval to spend its capital non -reverting fund near $550,000, which will be their contribution toward the project. Lehman and Lehman will take this project from the concept phase to the bid process. Parks Board President Matt Saner discussed the vision and purpose of the Parks Department and its current and future needs as the department undergoes expansion and improvement. There was a discussion about the advantages of using the non -reverting capital fund versus the food and beverage fund. Using the capital fund will allow the use of the food and beverage fund for future maintenance of the items the capital project is constructing. Councilman Swinney motioned to approve releasing the Park Department Capital Improvement Fund funds. Councilman Cook seconded. Motion Carried 4-0.
