He was able <br />to renegotiate the previous price, and the company is willing to accept a deposit of $28,823.50 and <br />still be able to use the grant. He is requesting approval to move forward with the project and allocate the <br />funds from the food and beverage fund. <br />Councilman Cook motioned to approve the contract to move forward with the new playground <br />equipment. Councilman Brown seconded. Motion carried 4-0 <br />New Business — <br />Councilman Brown motioned to set trick -or -treat hours as 5 PM to 8 PM on Tuesday, October 31, 2023. <br />Councilman Swinney seconded. Motion carried 4-0. <br />Department Head Reports — <br />Phil Cornelius informed the Council that the Halloween hike through the park will be on October 28`h from <br />3 p.m. to 5 p.m. <br />Additionally, two Information Technology proposals have been received for review, and he would like to <br />schedule a meeting with the other department heads to discuss them before presenting them to the <br />council in November. There was a consensus among the council that it was acceptable. <br />The disc golf course is now posted on Udisc, and scores can be uploaded there, allowing the town to track <br />usage and best scores. <br />Street Department Superintendent David Moore gave an update on the Monroe Street project. Milling will <br />start tomorrow, and the entrance to the school will be open by Monday morning. Leaf pick-up will start <br />this week. <br />Council President Warthen and Calvin Boultbee provided an update regarding the sewer drain issue behind <br />the movie theater on SR 67. The town has made efforts to clear the blockage; however, it is believed that <br />it is more substantial and cannot be reached with the Town's available equipment. <br />Mr. Boultbee has received four proposals, and he believes Commercial is the best option as they have a <br />root -cutting service included in their bid. Councilman Warthen stated this is an acceptable Food and <br />Beverage Fund use. <br />Councilman Cook motioned to proceed with the Commercial Sewer Cleaning bid of $24,990 out of the <br />Food and Beverage Fund. Councilman Brown seconded. Motion carried 4-0 <br />Legal — <br />There were none. <br />Approval of Claims - <br />Councilman Swinney made the motion to approve claims for $500,252.68. Councilman Brown seconded. <br />Motion carried 4-0. <br />Approval of Payroll Clearing — <br />Councilman Swinney made the motion to approve payroll clearing for $195,802.94. Councilman Brown <br />seconded. Motion carried 4-0. <br />Town Council Comments — <br />Councilman President addressed the South Bridge Crossing issue, where the county initially placed <br />recycling bins. The county recently removed the recycling bins due to ongoing issues with people leaving <br />trash and illegally dumping heavy household items. Morgan County Solid Waste District has decided to go <br />in a different direction with the recycling program, including talks of having a dedicated site open for <br />recycling rather than having bins placed throughout the county. Thanks were extended to the street <br />department employees for their efforts in removing and hauling away the trash. President Warthen wants <br />to make it clear that the site is not a dumping site and that despite their already heavy workload, the police <br />department will be pursuing violators with any evidence that was left at the site. <br />
