December 5, 2023 <br />The Mooresville Town Council met in regular session on Tuesday, December 5, 2023 at 6:30 p.m. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, and <br />Councilman Josh Brown. Town attorney Chou-il Lee was also present. Councilman Shane Williams and <br />Councilman Jeff Cook were not present. <br />Council President Warthen gave the invocation and called the meeting to order. Councilman Swinney <br />motioned to approve the minutes of the November 21, 2023 meeting and seconded by Councilman Brown. <br />Motion carried 3-0. <br />Unfinished Business — <br />Public Hearing Award HVAC Project — Councilman Warthen mentioned representatives from both <br />companies involved in the HVAC proposal are present tonight. There were no public comments regarding <br />the BOT procurement process. <br />Councilman Brown motioned to close the public hearing seconded by Councilman Swinney. Motion carried <br />3-0. <br />Councilman Warthen gave a summary of the committee meetings with Ameresco and Trane. Both <br />companies were invited and appeared before the council to give their presentations in previous meetings. <br />After careful consideration and evaluation, the committee members recognized Ameresco, making it the <br />preferred choice for the HVAC project. <br />Councilman Swinney motioned to award the contract to Ameresco, seconded by Councilman Brown. <br />Motioned carried 3-0. <br />Public Hearing Confirmatory Resolution 31-2023 — Brian Figg, representing Innovative Performance <br />Technologies, appeared before the council seeking tax abatement on a new laser cutter that will increase <br />the company's operational output. The equipment cost approximately $529,000 and is scheduled to be <br />installed by 11/30/2023. <br />There were no public comments made during the public hearing. Councilman Brown motioned to close <br />the public hearing. Councilman Swinney seconded. Motion carried 3-0. <br />Councilman Swinney motioned to approve Resolution 31-2023. Councilman Brown seconded. Motion <br />carried 3-0 <br />Salary Ordinance 14-2023 - Council members discussed the salary ordinance for 2024. Councilman Brown <br />motioned to approve Ordinance 14, 2023, and Councilman Swinney seconded the motion. Motion carried <br />3-0. <br />Public Hearing Ordinance 15, 2023 Additional Appropriation for $200,000 from ARPA funds for potential <br />bonuses for full-time employees. It does not set the bonus dollar amount. There were no public comments <br />made during the hearing. There will be an amended salary ordinance presented at the next meeting for <br />consideration for employee bonuses. <br />Councilman Brown motioned to close the public hearing. Councilman Swinney seconded. Motion carried <br />3-0. <br />Councilman Brown motioned to proceed with a one-time bonus seconded by Councilman Swinney. <br />Motion carried 3-0. <br />Award Surveillance and Access Control Deployment - Phil Cornelius acquired additional information from <br />the bidders, including the monthly and yearly charges associated with the proposed systems.
