He suggested inviting four bidders to present the proposals, including any <br />recurring charges, to the council. Town Attorney Lee expressed concern about doing this due to how the <br />bids were written. <br />Councilman Brown made a motion to reject all the bids. Councilman Swinney seconded. Motion carried <br />3-0. <br />Councilman Swinney motioned to rebid the surveillance and access control project and have the,Service <br />contracts included. Councilman Brown seconded. Motion carried 3-0. <br />New Business — <br />Rezone 805 Indiana Street -John Larrison from Holloway Engineering came before the council to request <br />a rezoning of the 2.1 -acre property at 805 Indiana Street from R-1 to R-2. The planning commission gave <br />a unanimous recommendation in favor of the rezoning. He gave the details of the proposed maximum of <br />four 2 family dwelling units built on this property. <br />Councilman Swinney made a motion to accept the recommendation of the planning commission. <br />Councilman Brown seconded. Motion carried 3-0. <br />Town Hall Audio/Video Recording Quotes- Clerk -Treasurer Wamsley detailed the current recording system, <br />mentioning the multiple sources it takes to stream a meeting. The proposed upgrade aims to reduce the <br />number of vendors involved and create a positive experience for viewers. <br />During the JAVS presentation, Don Klier provided detailed information about JAVS system capabilities. <br />This includes updates to the camera system, remote participant capabilities, and the audio system. <br />Force Tech Presentation, Jeff Farger and Brian Eicher addressed the control system, streaming, and <br />recording improvements. There was some discussion of how the quote was structured and the differences <br />in the service contracts. <br />Councilman Brown made a motion to table this item until the next meeting. Councilman Swinney <br />seconded. Motion carried 3-0. <br />Department Head Reports — <br />Chief Dalton provided an update to the council regarding the FEMA grant. According to their website, the <br />grant status is pending. Chief Dalton is collaborating with RDC to explore potential property for a training <br />facility and potentially install a new digital sign at the fire station. <br />Park Superintendent Phil Cornelius provided an update on the new message board for the Parks <br />department. He presented a progress report on the Information Technology project. He requested the <br />appointment of a signatory for the contract. Once the contract is received and approved, they aim to <br />initiate the transition by the next meeting. <br />Councilman Brown motioned to make Council President Warthen the signatory on the contract once it is <br />completed and approved by legal. Councilman Swinney seconded. Motion carried 3-0. <br />Chief Buckner gave an update regarding the search for new officers as the department will lose an officer <br />after January 2024 to another department, and another officer is set to retire in March 2024. He is <br />exploring the possibility of acquiring new tasers, as the ones currently in use are no longer being <br />manufactured. Additionally, he is facing difficulties obtaining batteries and cartridges for the existing-Faser. <br />He presented a quote from AXON. This would include unlimited batteries and cartridges, and if it broke, <br />they would repair the device. To apply for the grant, the paperwork would need to be in by December <br />15th. There was additional discussion about the possible need to open this up for a bid. <br />Councilman Brown made a motion to move forward with the purchase of the tasers with the amount not <br />to exceed $107,490.50. Councilman Swinney seconded. Motion Carried 3-0. <br />
