1'31 <br />December 19, 2023 <br />The Mooresville Town Council met in regular session on Tuesday, December 19, 2023, at 6:30 p.m. at <br />the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman <br />Shane Williams, Councilman Jeff Cook, and Councilman Josh Brown. Town attorney Chou-il Lee was <br />present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Brown motioned to approve the December 5, 2023 meeting minutes and seconded by <br />Councilman Swinney. Motion Carried 3-0. Councilman Williams and Councilman Cook abstained. <br />Unfinished Business— <br />Public Hearing Ordinance 17-2023 Amending Ordinance 9-2022 (Amendment #2). There were no <br />comments during the public hearing. <br />Councilman Cook made a motion to close the public hearing. Councilman Brown seconded. Motion <br />carried 5-0. <br />Councilman Cook motioned to approve Ordinance 17-2023 amending Salary Ordinance 9-2022, and <br />Councilman Brown seconded. Motion carried 5-0. <br />Ordinance 18-2023 Rezone for 805 N Indiana St. The Plan Commission gave a favorable recommendation <br />to rezone from R-1 to R-2. Councilman Brown motioned to approve the change to the zoning <br />classification. Councilman Swinney seconded. Motion carried 5-0. <br />New Business — <br />Dean Mayfield presented the renewal proposal for Delta Dental. The cost per employee has increased <br />8% to $23.06 per employee. Councilman Swinney made a motion to renew the Delta Dental policy. <br />Councilman Brown seconded. Motion carried 5-0. <br />Dean Mayfield presented the Anthem disability renewal proposal. There are no cost increases to this <br />plan. Councilman Swinney motioned to renew the Anthem Disability policy. Councilman Brown <br />seconded. Motion carried 5-0. <br />Bill Niemier from Tharp Investments presented their plan for significant investment in the Southbridge <br />shopping center. They have obtained permits from INDOT to add a right -only turn lane onto State Road <br />67 and closing CVS entrance closest to the highway. <br />Baker Tilly ARPA Engagement Letter- The Town contacted Baker Tilly to inquire if they would assist in <br />complying with all the audit paperwork related to the ARPA fund. They confirmed that they could <br />handle it within the scope of their on-call work, but they requested that it be added to the contract. This <br />will add ARPA audit assistance to the current contract. <br />Councilman Swinney made a motion to approve the new contract. Councilman Brown seconded. Motion <br />carried 5-0. <br />Encumbered Funds - Councilman Swinney motioned to approve encumbrances. Councilman Brown <br />seconded. Motion carried 5-0. <br />
