923 <br />March 19, 2024 <br />The Mooresville Town Council met in a regular session on Tuesday, March 19, 2024, at 6:30 P.M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman <br />Jeff Cook, Councilman Josh Brown, and Councilman Kirk Witt. Town attorney Chou-il Lee was also present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Swinney motioned to approve the meeting minutes of March 5, 2024, seconded by <br />Councilman Brown. Motion Carried 5-0. <br />Unfinished Business — <br />During the discussion on the surveillance and access control bids, the Council President explained the <br />selection process that must be followed when choosing a bid. The funding for this project was also <br />discussed, and it was decided to utilize either the Rainy -Day Fund or ARPA Fund, depending on the <br />outcome of the Amerisco HVAC bid <br />Councilman Brown moved to accept Koorsen as the lowest bidder, seconded by Councilman Swinney. <br />The motion carried 4-1, with Councilman Cook opposing. <br />New Business - <br />Overton CF -1 Personal Property Resolution 1-2019 The estimated and actual cost of the improvement was <br />$348,190. The employment estimate was 53, and the actual employment was 55. Councilman Swinney <br />motioned to find Overton Industries in substantial compliance with Resolution 1-2019. Councilman Brown <br />seconded. Motion carried 5-0. <br />Overton CF -1 Personal Property Resolution 2-2020 The estimated and actual improvement cost was <br />$140,000. The employment estimate was 53, the actual employment was 55. <br />Councilman Brown motioned to find Overton Industries in substantial compliance with Resolution 2-2020. <br />Councilman Swinney seconded. Motion carried 5-0. <br />Overton CF -1 Personal Property Resolution 5-2021The estimated improvement was $200,000. The actual <br />cost was $219,670. The employment estimate was 50, and the actual employment is 55. <br />Councilman Swinney moved to find Overton Industries substantially compliant with Resolution 5-2021. <br />Councilman Witt seconded. The motion carried 5-0. <br />Overton CF -1 Personal Property Resolution 4-2022 The estimated and actual improvement cost was <br />$179.000. The employment estimate was 44, but the actual employment is 55. <br />Councilman Brown moved to find Overton Industries in substantial compliance with Resolution 4-2022. <br />Councilman Swinney seconded. The motion carried 5-0. <br />Overton CF -1 Personal Property Resolution 20-2022 The estimated improvement cost was $798,462. This <br />project has not been completed. The employment estimate was 43 and the actual employment is 55. <br />Councilman Swinney motioned to find Overton Industries in substantial compliance with Resolution 20- <br />2022. Councilman Brown seconded. Motion carried 5-0. <br />Overton CF -1 Real Property Resolution 19-2022 The estimated cost of this project was $1,107,441. This <br />project has been delayed. Overton requested to pull the CF -1 for Resolution 19-2022. <br />Councilman Swinney motioned to allow Overton Industries to pull their Resolution 2022 CF -1. <br />Councilman Brown seconded. The motion carried 5-0. <br />Fire Chief Dalton presented Resolution 4-2024 Morgan County Multi -Hazard Mitigation Plan. <br />
