1.93; <br />Councilman Swinney motioned to approve Resolution 4-2024, seconded by Councilman Brown seconded. <br />Motion carried 5-0. <br />Chief Police Buckner presented Resolution 5-2024 Personal Property to declare Officer Chad Richharts's <br />service weapon as surplus and present it to him upon his retirement on Friday. <br />Councilman Cook motioned to approve Resolution 5-2024. Councilman Brown seconded. Motion carried <br />5-0. <br />Department Head Reports - <br />Chief Buckner gave an update on the currentflock cameras, mentioning that funds were encumbered last <br />year. He is now seeking permission to utilize these funds to acquire three additional cameras, which will <br />be installed at the intersection of Indiana and County Line Road, and a southbound camera on 267at the <br />County Line <br />Councilman Brown motioned to allow Chief Buckner to purchase the three FLOCK cameras. Councilman <br />Swinney seconded. Motion Carried 5-0. <br />Park Superintendent Phil Cornelius provided an update on the commencement of the five-year master <br />plan, which will be developed over the next 10 months in collaboration with Troyer Group. He also <br />announced that Starnes Outdoor Solutions has generously offered to donate their services to the care of <br />Bicentennial Park once again this year, and the park department is thrilled to continue their partnership. <br />He also shared progress on the construction of Old Town Park and highlighted upcoming events for the <br />Eclipse weekend and the 200' celebration. <br />Chief Dalton updated the council on the emergency response plan being developed forthe Eclipse. He will <br />present quotes for the digital signs at the next council meeting. <br />Street Superintendent Dave Moore provided an update on the upcoming seedling giveaway scheduled for <br />next Wednesday and Thursday. <br />During the meeting, Council President Warthen inquired about Pac Moore's road dedication to the Town <br />and whether it met Town standards. Mr. Moore confirmed that the road met all Town specifications. <br />Councilman Swinney motioned to proceed with legal counsel to document the road dedication for Pac <br />Moore, which Councilman Brown seconded. Motion carried 5-0. <br />Legal — <br />None <br />Public Comments — <br />None <br />Councilman Swinney motioned to approve claims for $2,671,771.28. Councilman Brown seconded. <br />Motion carried 5-0. <br />Council President Warthen noted that this amount includes the transfer of health insurance, which gives <br />the appearance of more funds being spent than was. <br />Councilman Swinney motioned to approve payroll clearing for $208,772.45. Councilman Brown seconded. <br />Motion carried 5-0. <br />Town Council Comments — <br />None <br />The next regular meeting of the Mooresville Town Council will be held on Tuesday, April 2, 2024, at 6:30 <br />p.m. at the Mooresville Government Center. <br />
