f <br />April 16, 2024 <br />The Mooresville Town Council met in a regular session on Tuesday, April 16, 2024, at 6:30 P.M. at <br />the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, <br />Councilman Jeff Cook, Councilman Josh Brown, and Councilman Kirk Witt. Town Attorney Chou-il <br />Lee was also present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Brown motioned to approve the meeting minutes of April 2, 2024, seconded by <br />Councilman Swinney. The motion carried 5-0. <br />Unfinished Business: <br />Councilman Brown requested approval to establish a committee to review sign quotes to ensure <br />the quotes are itemized and aligned with the town's goal. <br />Councilman Swinney motioned to approve establishing a committee, seconded by Councilman <br />Witt. The motion carried 5-0. <br />New Business: <br />Nikki McCrady with the Kendrick Foundation appeared before the Town Council to formally request <br />a Proclamation recognizing May 2024 as Mental Health Month. Councilman Swinney motioned to <br />approve the Proclamation, seconded by Councilman Brown. The motion carried 5-0. <br />Department Head Reports: <br />Fire Chief Dalton informed the council that the vehicle the DNR donated last year needs a new <br />transmission. The estimated cost is $5,500 - $6,000. Chief Dalton had already consulted with the <br />DNR, which provided a written statement of their approvalto surplus the car. Councilman Warthen <br />recommended that Chief Dalton go through Municibid, and legal counsel will proceed with drafting <br />a surplus resolution for the next meeting. <br />Chief Dalton came before the council to request approval to price a new fire truck. Councilman <br />Warthen stated that Chief Dalton does not require approval to gather information. He suggested <br />that Chief Dalton list the specifications he is looking for and plan to attend the FDIC Conference in <br />Indianapolis to explore options. <br />Chief Dalton asked the council to consider amendingthe salary ordinance to allocate $7,500 from <br />his budget for a paramedic stipend. This funding will be used to have three medics on shift, <br />incentivizing firefighters to become medics. <br />Chief Buckner updated the council members on employment aspects aimed at retaining officers. <br />Recently, one officer left, leavingthe department understaffed. Afterthe first of the year, one more <br />officer is setto retire, and three have applied for lateral transfers to other agencies. <br />Chief Buckner is working to secure a COPS grant to add personnel for three to five years, with a <br />match of 25/75%. <br />Superintendent Calvin Boultbee of the Wastewater Treatment Plant provided an overview of the <br />operation process and outlined his strategy for combating odors by incorporating a masking agent. <br />Legal: <br />Steve Harris presented his request to the Town Council for its support of his application to receive <br />a 180 Alliance Makeover Grant from Indiana's READI 1.0 program. The grant, designated by <br />Morgan County Economic Development Corporation and totaling approximately $112,000, would <br />be for physical improvements to Harris' historic office building on West Main Street. The town <br />would be the recipient of the grant money (ARPA funds delivered by the state), and it will pass <br />
