May 21, 2024 <br />The Mooresville Town Council met in a regular session on Tuesday, May 21, at 6:30 P.M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, <br />Councilman Jeff Cook, Councilman Josh Brown, and Councilman Kirk Witt. Legal Counsel Haley <br />Sears and Chou -if Lee were also present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Swinney motioned to approve the minutes of the May 7, 2024, executive session, <br />which Councilman Witt seconded. Motion Carried 4-0-1. Councilman Brown abstained. <br />Councilman Swinney motioned to approve the May 7, 2024 meeting minutes seconded by <br />Councilman Witt. Motion Carried 4-0. Councilman Brown abstained. <br />Council President Warthen addressed the steps that are being taken to mitigate the ongoing odor <br />issues at the Wastewater Treatment Plant as well as some solutions that have been suggested to <br />address the issues. Each council member expressed gratitude to the Wastewater Treatment <br />Plant staff for the work being done. Council President Warthen asked that the public include a <br />time and location when they submit complaints to diagnose the issue better. <br />Unfinished Business — <br />The cost of the JAVS new recording equipment totaled $48,402.07. The opioid unrestricted fund <br />can be used for any general fund expenditure. The amount currently in the fund is $249,916.89. <br />Councilman Swinney motioned to fund the project from the unrestricted opioid settlement fund. <br />Councilman Brown seconded. The motion carried 5-0. <br />Council President Warthen appointed Dave Snyder to the Planning Commission. One seat on the <br />commission remains open for executive appointment and can be filled by a non -Republican. <br />New Business— <br />Larry Long Selective Insurance presented the insurance renewal proposal. The deductible for the <br />Wastewater Treatment Plant increased to $10,000, and the premium is increasing by about 10% <br />due to increased property value. Councilman Brown motioned to proceed with Selective <br />Insurance, and Councilman Witt seconded. The motion carried 5-0. <br />Buffers USA Inc. CF -1 Real Property. At the time of the abatement request the investment <br />estimate was $3,500,000.00 actual investment was $4,950,500.00. The estimated employment <br />number was 15, and the current actual employment number is 0. Due to the timing of the report, <br />employees have not been hired yet. Councilman Swinney motioned to find Sun Polymers in <br />substantial compliance with Resolution 13-2023. Councilman Brown seconded. Motion carried <br />5-0. <br />Linel LLC CF -1 Real Property. At the time of the abatement request the investment estimate was <br />$240,000.00, the actual investment was $253,119.00. The estimated employment number was <br />84, and the current actual employment number is 50, but they are actively hiring. Councilman <br />Swinney made a motion to find Sun Polymers in substantial compliance with Resolution 11-2016. <br />Councilman Brown seconded. Motion carried 5-0. <br />
