Emm May 21, 2024 The Mooresville Town Council met in a regular session on Tuesday, May 21, at 6:30 P.M. at the Mooresville Government Center. Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman Jeff Cook, Councilman Josh Brown, and Councilman Kirk Witt. Legal Couhsel Haley Sears and Chou-il Lee were also present. Council President Warthen gave the invocation and called the meeting to order. Councilman Swinney motioned to approve the minutes of the May 7, 2024, executive session, which Councilman Witt seconded. Motion Carried 4-0-1. Councilman Brown abstained. Councilman Swinney motioned to approve the May 7, 2024 meeting minutes seconded by Councilman Witt. Motion Carried 4-0. Councilman Brown abstained. Council President Warthen addressed the steps that are being taken to mitigate the ongoing odor issues at the Wastewater Treatment Plant as well as some solutions that have been suggested to address the issues. Each council member expressed gratitude to the Wastewater Treatment Plant staff for the work being done. Council President Warthen asked that the public include a time and location when they submit complaints to diagnose the issue better. Unfinished Business — The cost of the JAVS new recording equipment totaled $48,402.07. The opioid unrestricted fund can be used for any general fund expenditure. The amount currently in the fund is $249,916.89. Councilman Swinney motioned to fund the project from the unrestricted opioid settlement fund. Councilman Brown seconded. The motion carried 5-0. Council President Warthen appointed Dave Snyder to the Planning Commission. One seat on the commission remains open for executive appointment and can be filled by a non -Republican. New Business — Larry Long Selective Insurance presented the insurance renewal proposal. The deductible for the Wastewater Treatment Plant increased to $10,000, and the premium is increasing by about 10% due to increased property value. Councilman Brown motioned to proceed with Selective Insurance, and Councilman Witt seconded. The motion carried 50. Buffers USA Inc. CF -1 Real Property. At the time of the abatement request the investment estimate was $3,500,000.00 actual investment was $4,950,500.00. Thh�e estimated employment number was 15, and the current actual employment number is 0. Due to'the timing of the report, employees have not been hired yet. Councilman Swinney motioned tond Sun Polymers in substantial compliance with Resolution 13-2023. Councilman Brown seconded. Motion carried 5-0. Line[ LLC CF -1 Real Property. At the time of the abatement request the investment estimate was $240,000.00, the actual investment was $253,119.00. The estimated employment number was 84, and the current actual employment number is 50, but they are actively hiring. Councilman Swinney made a motion to find Sun Polymers in substantial compliance with Resolution 11-2016. Councilman Brown seconded. Motion carried 5-0.
