July 16, 2024 <br />The Mooresville Town Council met in regular session on Tuesday, July 16, 2024, at 6:30 p.m. at the <br />Mooresville Government Center. <br />Council members present were Councilman Greg Swinney, Councilman Josh Brown, and <br />Councilman Kirk Witt. Town Attorney Chou -it Lee was present. Council President Tom Warthen and <br />Councilman Jeff Cook were not present. <br />Councilman Swinney gave the invocation and called the meetingto order. <br />Councilman Brown motioned to approve the minutes of the July 2, 2024, regular meeting, seconded <br />by Councilman Witt. Motion carried 3-0. <br />Councilman Brown, seconded by Councilman Witt, moved to approve the minutes of the July 3, <br />2024 Budget Work Session. The motion carried 3-0. <br />Unfinished Business: <br />Councilman Brown motioned to send a formal letter to the Morgan County Council to consider <br />adoptinga LOIT public safety tax increase to fund raises for public safety personnel. Councilman Witt <br />seconded the motion, which carried 3-0. <br />The second reading of Ordinance 4-2024, 5-2024, 6-2024, 7-2024, and 8-2024 was conducted to <br />annex additional property for <br />the Mooresville Parks Department. <br />Councilman Brown made a <br />motion to approve Ordinance 4-2024. <br />Councilman Witt seconded. <br />Motion carried 3-0. <br />Councilman Brown made a <br />motion to approve Ordinance 5-2024. <br />Councilman Witt seconded. <br />Motion carried 3-0. <br />Councilman Brown made a <br />motion to approve Ordinance 6-2024. <br />Councilman Witt seconded. <br />Motion carried 3-0, <br />Councilman Brown made a <br />motion to approve Ordinance 7-2024. <br />Councilman Witt seconded. <br />Motion carried 3-0. <br />Councilman Brown made a <br />motion to approve Ordinance 8-2024. <br />Councilman Witt seconded. <br />Motion carried 3-0. <br />During the second reading of Ordinance 3-2024, Councilman Brown motioned to approve <br />Stormwater Management Ordinance 3-2024, which was seconded by Councilman Witt. Motion <br />carried 3-0. <br />New Business: <br />Martha Lumpkin requested a rezone for her property on E. Washington Street from R-1 to B-3. The <br />planning commission recommended approval. <br />Councilman Witt made a motion to approve the rezoning of the property referred to as East <br />Washington Street from R-1 to B-3. Councilman Brown seconded. Motion carried 3-0, <br />The 2001h Executive Committee presented a United States flag that flew overthe Capitol on February <br />21, 2024, alongwith a proclamation from U.S. Representative James Baird, in celebration of the 2001' <br />anniversary of the Town of Mooresville. <br />Dean Mayfield presented the Health Insurance renewal proposals. Litchfield quote was flat renewal <br />pricing. Luminare administration fee increased by 2.12.%. He presented a couple of new programs <br />through Teleheatth. The diabetic program would cost $69 per month for those who opt in; the <br />hypertension program would cost $46 per month for those who opt in, and any patient who enrolls in <br />both would cost $73 per month. There was a consensus to postpone the Tetadoc discussion until <br />
