October 1, 2024 <br />The Mooresville Town Council met in regular session on Tuesday, October 1, 2024, at 6:30 P. M. at <br />the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, <br />Councilman Jeff Cook, Councilman Josh Brown, and Councilman Kirk Witt. Town Attorney Haley <br />Sears was present. <br />Council President Warthen gave the invocation and called the meeting to order <br />Council President Warthen expressed his condolences to the family of Bill Roberson in the wake of <br />his passing. <br />Councilman Brown made a motion to approve the minutes of the September 17, 2024, regular <br />meeting seconded by Councilman Swinney. Motion Carried 5-0. <br />Unfinished Business— <br />There were none. <br />New Business — <br />435 St Clair Street, Kevin Shinn Sewer came before the council to request a sewer bill adjustment <br />due to a water leak. On July 8, 2024, Mr. Shinn was billed $1,776.14. His average bill before the leak <br />was $51.20. An adjustment of $865.06 has been granted based on the water company's standard <br />adjustment policy, and he is requesting an additional adjustment of $859.88. The amount due after <br />the additional adjustment would be $92.90. <br />Councilman Swinney motioned to grant the adjustment, bringing his current sewer bill balance to <br />$92.90. Councilman Brown seconded. Motioned carried 5-0. <br />American Legion Sharon Regnier came before the council to request a street closing permit for a <br />Wreaths Across America presentation at the Mooresville Cemetery. They are seeking to close <br />Franklin Street from High Street to Broad Alley. The Mooresville Fires Department will assist with the <br />flag -raising during the ceremony. <br />Swinney made a motion to grant the road closure permit. Councilman Brown seconded. Motion <br />carried 5-0. <br />There was a public hearing for the first reading of the 2025 Budget Ordinance, designated as <br />Ordinance 13, 2024. There were no public or council comments. <br />Councilman Brown made a motion to close the public hearing. Councilman Swinney seconded. <br />Motion carried 5-0. <br />Department Head Reports - <br />Chief Buckner gave an update regarding the vehicle that the insurance company totaled and the <br />status of the potential sale of the police department transportation van. He is also working with legal <br />counsel on an issue involving some goats in town and with the Morgan County Sheriff's Department <br />regarding encampments on private property. Motorola has agreed to upgrade the body cameras at <br />no additional cost due to ongoing issues with the current devices. <br />Chief Dalton presented the run statistics for September. He is still working on resolvingthe insurance <br />claim for the Life PAC. He also noted that the paperwork for the new hire has been approved, with a <br />start date set for October 711. Currently, he is reviewing applications for one vacancy. <br />
