Mr. Holloway said when it <br />goes to the state for approval it would be going in, as an apartment and each unit will have 720 <br />sq. ft, so they are fairly large apartments. Mr. Crouch asked if the exterior wall would be about <br />eight foot and Mr. Holloway said the exterior walls would be would not extend much above the <br />church wall that is there, because the church is talking about in the future adding a second story <br />for classrooms above the units. Mr. Kramer asked if in the lower right hand comer of the <br />drawing, was that the existing drainage that is there already and Mr. Holloway said that was the <br />existing drainage pattern. If you look left next the to driveway that is mainly a grassy area and <br />that grassy area tapers down to the curb on the drive that is the access to the condominiums. So <br />at this point there in no defined swail, it just rolls off there. What they are proposing is to do is <br />to better that swail, then come out to a large grassy swail and define it so it doesn't go over on <br />the condominium property and exits to the southeast comer on to the highway. Mr. Crouch <br />asked if there was a culvert there at the highway and he said thought there was at one time, but it <br />is silted up because there if not much of a defined ditch there. He said they would not be <br />creating any additional mn-off there. Mr. Kramer said it looked like they had looped it so the <br />water would stay on the property longer and Mr. Holloway said it would stay on the property <br />longer and they would be cutting through hill to maintain the swail and slope onto the church <br />property. <br /> <br />Mr. Kramer opened the floor to anyone who would like to speak for or against the project. Mr. <br />Larry Edwards, who works for a company called Property Services Group and he represents the <br />homeowners at the Village Homeowners Association, which is the property adjacent to the <br />church property. The major concern they have is the water running off the church property <br />onto the condominium property. Just last year they had to do major work to the condominiums <br />units closest road, because of the water running off the property. They would be concerned that <br />this addition would add to this problem. Their second concern is that they would like to see it <br />better defined on how the building would look and how the building was going to be built, <br />because the condos in that area fairly upscale condos, that are fairly expensive property. They <br />would like for the structure being built to blend into the community. For there will be more <br />condominiums built in that area and they will be more upscale. They would like to see what <br />these units would look like. <br /> <br />Mr. Barry Todd, 11820 Civic Circle, asked if we had received 4-faxed letter from people in <br />Florida and was told that we had not received any letters. He said this was brought up in 1998 <br />in the spring and was turned down at that time. Mr. Kramer read a letter from Jeanette Barnett <br />and Maryrose Welsh expressing their opposition against the proposed project. They feel this <br />would add to unnecessary traffic and creato a danger entering and leaving. They feel this would <br />lower the standards of the neighborhood. <br /> <br />Karen Overpeck, 11310 N. Pennington Rd., owns part of the lake across the road and she is <br />opposed to the things that will be added, because of the drainage. The pond was built, because <br />there was a swamp there, now all the water comes into the pond. When there are large rains the <br />water backs up on the north side of the road. Since the pond was built the property has changed <br />hands and the overflow is in litigation. There is a problem in what will happen to the pond that <br />takes care of all the water that comes to the south side. <br /> <br />4 <br /> <br /> <br />
