<br />MOORESVILLE PLAN COMMISSION <br />MINUTES <br />THURSDAY, NOVEMBER 18,2004 <br />FOLLOWING THE BZA MEETING <br /> <br />The Mooresville Plan Commission met on Thursday, November 18, 2004, following the <br />Board of Zoning Appeals meeting. <br /> <br />Commission members present were: Chairman Mike Young, Chris Crouch, Jim Bruner, <br />Troy Bryant, Robert Corbin, and John Ehrhart. Commission members absent were <br />Commissioner's Tim Bennett, Robert Williamson, and Charles McGuire. Town attorney <br />Tim Currens was absent. <br /> <br />A motion was made by Commissioner Bryant with a second by Commissioner Ehrhart to <br />approve the minutes of October 28, 2004 with a correction on page 2, third paragraph, <br />three lines up to insert "if required" after perimeter drains. Motion carried 6-0. <br /> <br />Chairman Young asked to have the agenda for December 16, 2004 say: Review perimeter <br />drains in the Septic Field Site Ordinance. <br /> <br />First on the agenda, Ross Holloway presented a request for a two lot minor plat on the <br />west side of Pennington Road for Lenard Scott. This property is located 2,000 feet north <br />of Watson and Pennington Road. Lot 2 consists of 3.3 acres and has an existing pole <br />barn. Lot 2 will maintain the access drive. Commissioner Bryant asked if Lot 2 would <br />fall under the Septic Field Ordinance and Mr. Holloway said "no". Jerry Yarnell owner <br />of the property adjacent to the East asked about requirements for setback on the rear of <br />property and if this property was in the buffer zone. Mr. Holloway told him 40 feet was <br />the rear setback requirement and the property was in the buffer zone. Mr. Yarnell wants <br />to make sure ifhe moves the fence on to the property line if this was going to be an issue. <br />Mr. Holloway answered the setback would be from the property line not the fence and <br />Mr. Scott said this wouldn't be an issue. A motion was made by Commissioner Bruner <br />with a second by Commissioner Ehrhart to approve the minor plat subject to the septic <br />for Lot 2, the street cut, a letter from the County on soil erosion control and downstream <br />flow. Motion carried 6-0. <br /> <br />Next Ross Holloway presented the petition for a replat of Town Center 3-Lot 2 for <br />Hopkins. In May of 1998 a Preliminary Plan for amendment to the plat for Town Center <br />to show Lot 2 as Lot 2A thru 2F and brought the road out 300 feet trom Highway 67 on <br />Bridge Street was approved. Mr. Holloway said this was a traffic disaster. They propose <br />to come in Town Center Road, have a Cul-De-Sac go around and come out across rrom <br />the entrance to Roberson Village. Lot 2C had been approved with one direct access to <br />Bridge Street. The curb cut there doesn't line up with anything. They propose none of <br />these lots have access to Bridge Street; they would have to access off the new street. This <br />would do away with the direct access on Lot 2C. Lot 2C is almost two acres and could <br />have a pretty intense use on it.
