Motion was made by Commissioner McGuire, second <br />by Commissioner Bennett to approve the PUD as presented with covenants agreed to at last Plan <br />Commission meeting in June. Motion carried 6-2 opposed. Commissioner Williamson and <br />Commissioner Bruner were opposed. <br /> <br />Mr. Holloway presented the Wyttenback property located on Bethel Church Road and Keys <br />Road for Rezone from Agriculture to R-IA and Preliminary Plat approval. Homes with 1600 <br />square feet of living area on ground floor and a living area of 1800 square feet, two car garage, <br />crawl space or basement, minimum of 80% brick on first story, and must be brick or wood. Mr. <br />Holloway said the Wyttenbachs understood that restrictions go with zoning. The first phase is <br />48.357 acres and they own approximately 40 more acres to the west. This area is furnished by <br />Hill Water Company. Commissioner McGuire expressed concern with septics even though the <br />lots are approximatley one acre in size. He told Mr. Holloway he thought it would be prudent to <br />look into town sewers and maybe a feasibility study should be done. Debbie Lawrence <br />representing her parents who live at 695 Keys Road asked if there were plans to improve Keys <br />Road especially on the corner. She also submitted to the file pictures of 647 Keys Road being <br />flooded from runoff from the Wyttenbach property. She thought lot sizes of one acre seemed to <br />be inconsistent with five to ten acre developments in surrounding area. Robert Woodruff of 630 <br />Bunker Hill Road asked if one acre lots would support a septic and if a substation would be <br />needed for electricity. Mr. Holloway also told the commission that this development would have <br />covenants similar to Pioneer Country Estates. Chris Crouch of 571 Keys Road presented to the <br />commission a thought to be considered. He said Flagstaff Industrial Park was filling up and he <br />estimated out of930 acres not zoned for Industrial and only nineteen homes in the entire area. <br />Mr. Holloway said the first issue is zoning and he admitted he did not look at the Master Plan. <br />He said two hundred forty six acres were already zoned Industrial and as of yet there was no <br />activity on them. After much discussion, a motion was made by Commissioner McGuire, second <br />by Commissioner Ehrhart that since the request for R-IA is compatible with Comprehensive <br />Plan to recommend to the Mooresville Town Council to rezone to R-IA. Motion carried 5-3 <br />opposed. Commissionrs Pygman, Bruner, and Williamson opposed. <br /> <br />Commissioner McGuire said the two types of soils south and southwest of Mooresville are both <br />poorly suited for septic systems. He thinks it should be a requirement to hook on to Town <br />sewers. The closest line is four tenths of a mile away. Mr. McGuire also said he didn't think <br />there was enough information as far as layouts of streets, curbs, etc. on the preliminary plat. <br />Motion was made by Commissioner Young, second by Commissioner Bruner to continue this <br />request for ninety days to investigate sanitary sewers and to get a basic layout of the entire <br />development. Motion carried 8-0. Mr. Holloway told the commission the layout could be more <br />dense if on sanitary sewers. <br /> <br />President Beebe gave Tim Currens and Joe Beikman the swimming pool code violation- Laura <br />Houser- for a reply. <br /> <br />Pete Foley, attorney, represented Dr. Reyman, Associated Animal Clinic ofIndiana, for a rezone <br />from Agriculture to B-3 on State Road 144, west of the Five Points intersection.
