He stated he thought there was already plenty of commercial
zoned property to be developed and he was against the rezone. He told the Commission Bridge
Street and the bridge should be four lane.

Tom Reedy, 401 Conduitt Drive spoke against rezoning because of traffic. Alan Bennett, 426
Tulip Drive, an engineer, said the traffic pattern needs to be examined. Wendall Trogden, 452
Tulip Drive, asked why traffic studies wouldn't be done before rezoning. Motion was made by
Commissioner Pygman, second by Commissioner Marshall to recommend to the Town Council
rezone to PUD-C with the next step a preliminary plat approval hearing. Motion carried 6-0.
This will be heard by the Town Council on August 3,1999, at 6:30 P.M.

Next, Ross Holloway presented a rezone request for Raymond PUD-C to Residential for
Condominiums. This property is located on North Indiana Street and is the location of former
Morningstar Studios. Holloway & Associates now occupy the building. Lot A- I is to remain as
a B-1 zoning, approximately remaining 2 V. acres was where Behavioral Health Center was
proposed, requesting for Condos. There would be seven units, minimum of 1,000 square feet,
one story, two bedrooms, one car attached garage, exterior full brick except for gable ends, and
sidewalks. There will be an association with association fees for maintenance. The association
will maintain the lift station. Dave Wentz, 169 N. Indiana Street told the Commission he
approves of this, but wants owner occupied in the covenants. Mr. Holloway doesn't want to
restrict to this because of marketability. Approximate purchase cost - $65,000 to $70,000 and
$50 to $60 a month maintenance fee. Motion was made by Commissioner Bennett, second by
Commissioner Pygman to recommend to Town Council to rezone subject to placement of
required fire hydrants. Motion carried 6-0. This will come before the August 3,1999 Town
Council meeting.

A request for Two Lot Minor Plat at 337 V. Bridge Street for Daryl Lee was next on the agenda.
This property is located across from former Summit Finishing. At the June 16, 1999 Board of
Zoning Appeals meeting, a variance was approved for lot area - setback for 46A and setback for
rear of 46-B. There are two existing houses. The house on 46-A has been newly renovated and
for mortgage and financial reasons they need lots divided. The Tech Committee approved.
Motion was made by Commissioner Young, second by Commissioner Bennett to approve Minor
Plat. Motion carried 6-0.

Developers for Marsh appeared before the Commission to show a revision to plat, moving the
drainage retention south and a new lane and sidewalk along the north side of Bridge Street.
They moved driveway 20 feet because of mounding. Building Inspector Joe Beikman told
Commission a plat across Bridge Street was approved with a driveway across from the Marsh
previous driveway location. The land across Bridge Street belongs to Arvin Hopkins. The Plan
Commission wanted both driveways to line up across from each other. Motion was made by
Commissioner Young, second by Commissioner Marshall to approve drainage change and the
moving of the driveway is subject to working with Arvin Hopkins to get alignment. Motion
carried 6-0.

'-..
