<br />MOORESVILLE PLAN COMMISSION <br />MINUTES <br />THURSDAY, OCTOBER 22, 1998,7:00 P. M. <br /> <br />The Mooresville Plan Commission met on Thursday, October 22, 1998 at 7:00 P. M. at the <br />Mooresville Town Hall. <br /> <br />Commission members present were: President Joel Beebe, Charles McGuire, Tim Bennett, Bill <br />Abbott, John Ehrhart, Mike Young, and Vern Kimmel. Andy Pygman was absent. Steve <br />Campbell's seat still vacant. Town Attorney, Tim Currens was present. <br /> <br />Motion was made by Commissioner McGuire, second by Commissioner Kimmel to approve the <br />minutes of September 24,1998 meeting. Motion carried 7-0. <br /> <br />The next meeting of Mooresville Plan Commission will be rescheduled to Wednesday, <br />November 18, 1998, following the BZA meeting; dne to Thanksgiving Holiday. <br /> <br />'-- <br /> <br />Ross Holloway of Holloway & Assoc. had copies of recent IDEM reports for R J Assoc., <br />Ashbury Park. Commissioners McGuire and Young stated they would like a period of good <br />reports before deciding on expansion. Ross Holloway asked for a definite time frame. After <br />discussion, a motion was made by Commissioner-Abbott; second by Commissioner McGuire to <br />wait until the January meeting for further reports, the two next inspections, plus weekly <br />inspections. Motion carried 7-0. Holloway asked if the Plan Commission saw a problem with <br />the first 10 -12 reconfigurations for lots for double wides. The Plan Commission did not, so <br />Holloway will advise his client to go ahead with the existing portion. <br /> <br />Next, Ross Holloway presented the two lot minor plat for Charles O'Neal, 267 E. Main Street. <br />Mr. O'Neal had been before the BZA on 10-21-98 and granted a variance for width on Lot 1. <br />Now his request is for Minor Plat approval and rezone to B-1 for Lot 2. Motion was made by <br />Commissioner Abbott' , second by Commissioner Kimmel to approve the Minor Plat. Motion <br />carried 6-1 with Commissioner McGuire opposed. Motion was made by Commissioner Abbott, <br />second by Commissioner Kimmel to recommend to the Town Council to approve rezone of Lot <br />2 from R-I to B-1. Motion carried 6-1, Commissioner McGuire opposed. <br /> <br />Ross Holloway then presented a request for a rezone of the Fields property on Highway 67, next <br />to Morningside Addition, from B-3 to POO-I. This property is approximately 46 acres. The <br />Comprehensive Plan calls for B-3 which would mean 100 foot buffer strip along the North side <br />with mounding and landscaped. Jayne Moore, a resident of Morningside Acres, spoke first for a <br />group of residents from Morningside Addition. Problems to be considered were: why the need <br />to rezone, values of homes would depreciate from $10,000 to $20,000, possibility of toxic <br />chemicals with a POO-I, run-off of waste, they have wells and septics and have no need for <br />Town water and sewer. The residents also did not want access thru Rainbow Drive and stated <br />that the State probably would not allow access thru an easement over Dance property.
