<br />~ Mr. Ross Holloway appeared before the Commission <br />requesting a rezone for a parcel of land located at Orchard <br />Road and Pennington Road on behalf of Paula and Eric Crouch. <br />Said parcel is part of the E/2 of the NW/4 of Section 8 T13N, <br />R2E, in Morgan County, containing 37.635 acres more or less. <br />The petitioners request a rezone from AG to RID. <br />Mr. Holloway stated that the proposed subdivision for this <br />site would have 109 lots with the average size of said lots <br />to be 10,000 square feet, with a density of 2.09 lots per <br />acre. This project would be phased in over a five year <br />period with approximately 20 lots per year being developed. <br /> <br />Commission member Charles McGuire stated that the <br />Comprehensive Plan defines this area as low density. <br />Mr. McGuire also advised the Commission that there are <br />currently 650 platted lots in the Mooresville area which have <br />not been developed. <br /> <br />Commission Chairman Joel Beebe stated that this parcel <br />is located at the extreme end of the Mooresville buffer zone <br />and he questions the size of these lots. <br /> <br />The Plan Commission was presented with seventeen letters <br />requesting this petition be denied and a petition signed by <br />fourteen people requesting this petition be denied. <br /> <br />'-- Mr. .Jerry Horn, 733 Pennington Road asked the Commission <br />to consider what this development will do to the property <br />value in this area. <br /> <br />Mr. Mark Silcox presented a letter to the Commission <br />which addressed the impact of this development on the <br />Mooresville School Corporation and numerous other concerns in <br />regard to this development. <br /> <br />Mr. Monte Dillon, 1558 Dayhuff Road asked the Commission <br />what kind of set back requirements would be necessary for the <br />wastewater treatment plant for this development. Commission <br />attorney Tim Currens stated there is a 600 foot set back <br />requirement on all sides for a wastewater treatment facility. <br /> <br />Mr. Bob Turner, 650 Pennington Road stated his concern <br />about the effect this development will have on nature. <br /> <br />Ms. Ann Stewart, Orchard Road stated her concern about <br />increased traffic this development will generate on all ready <br />over used county roads. <br /> <br />Mr. David Borst, 1526 Orchard Road advised the <br />Commission that access to State Road 144 from Pennington Road <br /> <br />2 <br />
