Mr. Holloway addressed these <br />concerns at the public hearing on January 27, 1994. <br /> <br />We have now received a general plan for the proposed <br />development site and would like to add the following <br />comments: <br /> <br />(1) All disturbed areas planned for permanent vegetative <br />cover should be topsoiled for the establishment of this <br />vegetative growth. Topsoil stockpiled for respreading <br />should be stabilized on the site to prevent erosion. <br /> <br />(2) The dimensions of the proposed retention basins are <br />listed on the plan but design specifications were not <br />made available. Retention basins should be designed <br />with gently sloping sides (3 to 1 slope) with safety <br />benches on all sides. The depth of the retention basin <br />should be no more than 3-6 feet. Funding needs should <br />be addressed for the maintenance of the basins and <br />other drainage appurtenances. <br /> <br />Rooker Run, because of the acreage involved in development, <br />requires compliance with the Rule 5 regulation. A Letter of <br />Intent should be filed with the Indiana Department of <br />Environmental Management along with a certification that a <br />Soil and Erosion Control has been submitted to the Soil and <br />Water Conservation District. <br /> <br />If we can be of further service in the planning process, <br />please feel free to call the Morgan County Soil and Water <br />Conservation District at 342-5595. <br /> <br />Sincerely, <br /> <br />el&.J ~.~ <br /> <br />Ellen S.
