<br /> <br />l- <br /> <br />,- <br /> <br />L <br />L <br />L <br />L <br />L <br />L <br />L <br />L <br /> <br />'---' <br /> <br />I _ <br /> <br />EXECUTIVE SUMMARY <br /> <br />ATEC was retained by LinEl, Incorporated to conduct a Phase I Environmental Site <br />Assessment. On October 21, 1992, ATEC Environmental Consultants (ATEC) visited the <br />LinEI facility located at 101 LinEl Drive in Mooresville, Indiana, The purpose of the site <br />visit was to visually identify potential environmental concerns. ATEC also reviewed state <br />and local records during this study to determine the history of the site and possible <br />hazardous substance usage, storage or disposal. <br /> <br />The project site consists of two (2) buildings totaling approximately 50,000 sq. ft sitting on <br />approximately 15.3 acres, This facility manufactures aluminum frames used to assemble sky <br />lights, glass walls and overhead walkways. <br /> <br />No underground storage tanks (USTs) were noted on the site. Four (4) steel aboveground <br />storage tanks (ASTs) were noted at the project site. These ASTs included a 250 gallon <br />diesel fuel tank, 250 gallon gasoline tank, 300 gallon fuel oil tank and a 500 gallon diesel <br />fuel tank. No signs of leaking or staining associated with these ASTs were noted. <br /> <br />A limited asbestos bulk survey performed on October 27, 1992 identified certain linoleum <br />as asbestos-containing material (ACM), This material appeared in good condition and does <br />not appear to present a concern regarding potential health exposure to asbestos fibers. <br />Given the good condition of the asbestos-containing materials, ATEC recommends no <br />further action at this time. In the event this material becomes damaged, is to be removed <br />or major renovation is planned, this material should be properly abated. <br /> <br />Four (4) pole-mounted transformers owned and operated by Indianapolis Power and Light <br />(lPL) were identified on the site. The transformers displays blue stickers indicating they are <br />non-PCB containing units, <br /> <br />A TEC performed a review of the United States Environmental Protection Agency National <br />Priorities List (U.S. EPA NPL). According to the February, 1992 NPL, the site is not listed. <br />There are no NPL sites within a one-mile radius of the site. <br /> <br />A TEC performed a review of the Comprehensive Environmental Response, Compensation <br />and Liability Information System (CERCLIS) list. The February, 1992 CERCLIS list did <br />not include the site or any property within one-mile of the site, <br /> <br />A review of the Resource Conservation and Recovery Act (RCRA) list identified the LinEl <br />facility as a large quantity hazardous waste generator. No other RCRA generator or <br />treatment, storage or disposal (TSD) facilities are within a one-mile radius of the site. <br /> <br />Records obtained from the files of the State of Indiana indicate that spills have occurred <br />at the site. These spills include the confirmed release of paint and paint wash-up solution <br />and a report of the discharge of approximately 4,500 gallons of a chromic acid solution into <br />the septic system. Records revealed that the area of the paint spill has been sampled for <br />metals, pH and YOCS. The results of the analyses for metals and pH did not indicate the <br />
