<br />ri <br />I <br />I <br /> <br />~ <br /> <br />Whereas <br />- State roads 67 and 144 are high traffic volume roads which split the <br />Mooresville community. <br />- Residential development of the buffer zone will substantially increase the <br />population of the Mooresville community. <br /> <br />Proposal I <br />- A certain percentage of new development should be set aside as open space to <br />provide recreation area for local neighborhoods. Open space areas could be <br />maintained as parks by the town or as a common grounds by the developer. <br /> <br />Whereas <br />- Much of the character of the Mooresville area is defined by its natural beauty. <br />- Usually the cheapest way to develop an area is to clear the land of all trees <br />and re-grade the land so that it is flat. <br />- Natural characteristics such as tree groves, creeks, and ponds once lost, can <br />seldom if ever be replaced. <br /> <br />Proposal 2 <br />- Add one step to the re-zoning process. For any plot of land that is being <br />re-zoned and developed for residential or other purposes, let the planning commission <br />decide whether or not to recommend zoning restrictions that preserve the natural <br />beauty of the land. <br /> <br />Whereas <br />- Developers of the comprehensive plan have generated a guide for future <br />zoning of the Mooresville area. <br />- Extenuating circumstances such as restrictive traffic access, unavailability of <br />sewer and water utilities, surrounding developments, limited access for emergency <br />vehicles,or known characteristics of land being considered for re-zoning may make an <br />area unfit for the development identified in the comprehensive plan. <br />- The zoning ordinance should be an enabling document which allows the town <br />council to promote development which provides the "best use of the land" <br /> <br />Proposal 3 <br />- Add an eXtremely low density residential zoning ( minimum density of I <br />house per acre) classification for when the planning commission detennines that <br />standard residential zoning classifications will not provide the "best use of the land." <br /> <br />~ <br /> <br />,.--"..,--. <br /> <br />o· <br />
