<br />'-- <br /> <br />) <br /> <br />Don Robinson, 275 st. Rd. 42 then questioned the Commission as to what <br /> <br /> <br />constitutes a Buffer Zone. Joel Beebe read the definition of a Buffer and stated <br /> <br /> <br />there is 100' of Buffer required with an I2 classification. However, it is up to <br /> <br /> <br />the oWner to determine the type of buffer they will use. <br /> <br /> <br />Don Adams of Bethel Road asked further questions regarding buffers and their <br /> <br /> <br />setback requirements. Mr. Adams also requested examples of the type of businesses <br /> <br /> <br />in the 12 classification. Signe Nicholson then read some of the business uses <br /> <br />that constitute the different classifications. <br /> <br /> <br />Paul Bryant, a former Morgan County Planning Commission member, pointed out <br /> <br />that the failure to adopt a Comprehensive Plan several years ago would not have <br /> <br />allowed Charmil Estates Subdivision and another subdivision south of this to <br /> <br /> <br />develop as this was prime industrial property. <br /> <br /> <br />A motion was ~ade by Signe Nicholson to deny the Petition to Rezone to 12. <br /> <br />The motion died for lack of a second. <br /> <br /> <br />Steve Edwards then made a motion to approve the rezbning of the Rawlings <br /> <br /> <br />property to I2. A second was made by Bill Abbott. Joel Beebe then called for <br /> <br /> <br />further discussion before a final vote was taken. <br /> <br /> <br />Signe Nicholson wept as she told the Commission her reasons for wanting to <br /> <br /> <br />deny this request. Ms. Nicholson stated that she had spoken to many people in <br /> <br /> <br />the community and was speaking for them as they were afraid to speak up and be <br /> <br /> <br />publicly rediculed. Signe indicated that many people wish Mooresville to remain <br /> <br /> <br />a bedroom community and she felt that the timing was not being taken into consider- <br /> <br />ation. <br /> <br /> <br />Steve Edwards then took the floor and stated his reasons for allowing this <br /> <br /> <br />property to be rezoned. Steve noted that more than two (2) years were spent <br /> <br /> <br />preparing the Commission's Comprehensive Plan of which Ms. Nicholson not only <br /> <br /> <br />chaired but her firm was paid $6,700.00 as a consultant to work on the plan. <br /> <br /> <br />This plan was developed to be used by the Commission as a guide to follow in <br /> <br /> <br />making better zoning decisions than Morgan County which allows housing to develop <br /> <br />near prime industrial sites. Steve further noted that Ms. Nicholson did not <br /> <br /> <br />raise her concerns at the time the Comprehensive plan was prepared and he felt <br /> <br />there was a lot to offer if developed properly. <br /> <br /> <br />Joel Beebe then called for a vote with Steve Edwards, Bill Abbott, David <br /> <br /> <br />Barry, David Minardo, Charles McGuire and Joel Beebe voting for the motion and <br /> <br /> <br />Signe Nicholson and Shirley Welker opposing. <br /> <br /> <br />Under further New Business, Caperton Builders chose not to appear at this <br /> <br /> <br />meeting regarding their inquiry on changing their original plot plan so no action <br /> <br />- 2 - <br />
