<br />MINUTES OF THE MOORESVILLE PLANNING COMMISSION <br /> <br />~ <br /> <br />The Mooresville plan Commission met for its regular meeting on February 28, <br /> <br /> <br />1991 at 7:30 P.M. at the Mooresville Town Hall. Present were Board members <br /> <br />Joel Beebe, William Abbott, Vern Kimmel, Steve Edwards, Shirley Welker, Charles <br /> <br /> <br />McGuire and David Minardo. Absent were members David Barry and Signe Nicholson. <br /> <br /> <br />The Commission's attorney; Timothy C. Currens, was also absent. <br /> <br />A motion was made by Steve Edwards to approve the minutes of the January <br /> <br />24, 1991 meeting. A second was made by Vern Kimmel. Motion carried unanimously. <br /> <br /> <br />Charles McGuire was introduced as the Buffer Zone appointment to replace <br /> <br /> <br />Robert Tucker who no longer lives in the Buffer Zone. Charles was recommended <br /> <br /> <br />to the Board of Zoning Appeals. William Abbott made a motion to appoint <br /> <br /> <br />Charles McGuire as Robert Tucker's replacement to the Board of Zoning Appeals. <br /> <br /> <br />A second was made by Steve Edwards. Motion carried unanimously. <br /> <br /> <br />The checkpoint list prepared by Tim Currens regarding Minor Plat requests <br /> <br />was reviewed. Bill Abbott questioned who handled the septic permits in the <br /> <br />, <br />Buffer Zone and Joe Beikman replied that it was the Morgan County Board of <br /> <br /> <br />Health. Bill felt this should be added to the list. It was agreed to add the <br /> <br /> <br />Morgan County Sheriff's Department to the list. Also the word "are" in the <br /> <br /> <br />last sentence was changed to "is". The Commission then agreed to accept the <br /> <br />checkpoint list with these modifications. <br /> <br /> <br />Joel Beebe then read a letter received regarding property located at <br /> <br /> <br />9812 S. County Line Road. The name on the mailbox at this property is Adler. <br /> <br /> <br />The letter suggested that there is some type of auto business being operated <br /> <br />from this location. Joe Beikman reported there is about a l~ car garage with <br /> <br /> <br />approximately 15 to 20 cars on the property. William Abbott recommended that <br /> <br /> <br />the Commission cite them. A second was made by Vern Kimmel. Motion carried <br /> <br /> <br />unanimously. <br /> <br /> <br />Steve Edwards then asked that the Buffer Zone be extended to the limit <br /> <br /> <br />as we have annexed additional land. Steve felt that Bill would need to update <br /> <br /> <br />the maps and then an actual vote would take place at the next meeting. Bill <br /> <br /> <br />feels we owe those in the annexed areas the same protections as in the Buffer <br /> <br /> <br />Zone. Bill will have to take the existing maps and determine the two (2) <br /> <br /> <br />mile Buffer Zone limits before it can be determined exactly what this would <br /> <br />encompass. <br /> <br />A motion was made by Bill Abbott to look at the 2 mile limit and extend <br /> <br /> <br />those limits. A second was made by David Barry. Motion carried unanimously. <br />
