<br />~ <br /> <br />'-- <br /> <br />'- <br /> <br />Dave Barry then stated that the Town does need more tax money <br /> <br />to do certain things in the repair of the infrastructure; however, <br /> <br /> <br />he felt the content of the proposed redevelopment plan does not <br /> <br /> <br />support what it purports to. He stated that the Master Land Use <br /> <br />Plan proposed by the Town had not been passed, so how can it be <br />used in reference to the redevelopment plan. <br /> Bob Tucker then spoke and stated that he had reviewed the <br />plan, and although he is not comfortable with all items in the <br /> <br />plan, he felt that it does conform with the plan of development <br /> <br /> <br />in Mooresville. <br /> <br /> <br />Shirley Welker then stated that she could find no real <br /> <br /> <br />reference to an infiltration problem in the proposed Master Land <br /> <br /> <br />Use Plan and felt that the redevelopment plan was not consistent <br /> <br /> <br />with the Master Land Use Plan for this reason. Bill Abbott stated <br /> <br /> <br />that he did not feel it was the purpose of the Master Land Use <br /> <br /> <br />Plan to go into detail into every specific problem. It was his <br /> <br /> <br />understanding that you would take the redevelopment commission <br /> <br /> <br />plan and, in effect, lay it on top of the comprehensive land use <br /> <br /> <br />plan to see if the plans were consistent or not. Signe Nicholson <br /> <br /> <br />stated that the first 18 pages of the plan looked to existing <br /> <br /> <br />conditions, and they do not recognize a sewer infiltration <br /> <br /> <br />problem. She also stated that the concept of blight was not <br /> <br /> <br />covered in the proposed plan. If nearly one half of the Town is <br /> <br /> <br />blighted, there would be some mention of this, in her opinion. <br /> <br /> <br />She stated that the resolution passed by the Redevelopment <br /> <br /> <br />Commission addressed the issue of blight and that the area could <br /> <br /> <br />not be corrected by regulatory processes or the ordinary <br /> <br />-6- <br />
